Innovative systems and frameworks for enhancing of traffic safety in road tunnels

Objectif

SAFE TUNNEL main objective is to contribute to reduce the overall number of accidents inside road tunnels through preventive safety measures. Great attention will be paid to achieve a dramatic decrease of the "fire accidents". Concretely the project aim is to introduce measures capable of introducing in the Frejus area a reduction of the number of HGV incidents by 40% within 10 years and to decrease by 50% the frequency of fires in tunnels within 6 years. Basic ideas are to increase the knowledge of the vehicle status in order to avoid the access into the tunnel to those vehicles with detected or imminent on-board anomalies and to introduce measures to achieve the control of the speed of the vehicles. To fulfil these ideas, SAFE TUNNEL aims to achieve a high integration of on-board vehicle devices and the relevant infrastructures. This vehicle-infrastructure integration shall be achieved at three levels: Check of on-board devices to detect/predict anomalies and the relevant information transmission to the control centre; Control of the access inside tunnel and management of the communication vehicle-infrastructure; Control of the speed inside tunnel by vehicle telecontrol and a moving spot light system.

Objectives:
Basic ideas are to avoid the access into the tunnel to those vehicles with detected or imminent on-board anomalies and to introduce measures to achieve the control of the speed of the vehicles inside tunnel.

Work specific objectives include:
Development of two demonstrator trucks equipped with preventive diagnosis devices, tele control and HMI facilities; Development of the control centre to manage SAFE TUNNEL applications; Analysis of the needs of tunnel operator for managing safety related operations with electronic devices; Analysis of driver requirements for an effective on-board Human Machine Interface; Transmission of data in the Frejus area (tunnel included) by a public telecom network (GSM/UMTS)- Demonstrations of SAFE TUNNEL concept by field tests at Frejus Tunnel; Evaluation activities include: Technical & Impact analysis, User acceptance evaluation, Socio-economic impact estimation & Cost Benefit analysis; Recommendations for Standardisation bodies.

Work description:
SAFE TUNNEL is a R&D project planned on 36 months. Apart from Project management the WP list includes;
WP2: User Needs Analysis and Requirements, where Users are road tunnel managers, drivers and fleet managers. The analysis will consider different road tunnel types, tunnel management organisations; a group of drivers will participate to the definition of on-board and HMI devices. A User Interest Group will be set up involving road and fleet managers, truck & driver associations. An important task is dedicated to study suitable enforcement strategy. The WP will be completed by the definition of system concept and functional requirements;
WP3: System Specification: The sensorial and communication equipment shall be selected and performances shall be specified in detail. The three main elements of the SAFE TUNNEL System (on-board equipment for Commercial Vehicles, Control Centre for SAFE TUNNEL applications and Communication system) will be analysed both separately and fitted in the general system architecture;
WP4: System Development: The systems specified in WP3 have to be developed/adapted; they are - On board sensors and two demonstrator vehicles: SW & HW development/adaptation - Communication system: installation and configuration,- Control centre applications: development, installation and configuration of SW, adaptation of HW.
The applications developed are: vehicle prognostic, tele control, moving spot light, access control and enforcement management system, the diffusion of information as part of the Emergency Management application.
WP5: Field Experimentation The work package includes field experimentation needed to demonstrate "on the road" the SAFE TUNNEL concept. Two main experimentation phases are planned: Functional tests which aim to test technical features of the system; Validation tests which aim to estimate the effectiveness and efficiency of the system; Tests are planned both at Frejus tunnel and in laboratory (complementary tests).
WP6: Assessment and Evaluation. The data collected in the field experimentation and the involvement of User Interest Group will allow to appreciate the technical features, the operational response and to estimate the impact on safety and the user acceptance. The estimation of socio-economic impacts, a cost benefit analysis and the project assessment will complete the WP.
WP 7 Dissemination and Exploitation. Dissemination activities comprise a web site, advertising materials (Brochures, multimedia presentations), a virtual user forum, three workshops, a news letter. The technical implementation plan and a deliverable with recommendations for international standardisation bodies complete the activity of the WP.

Milestones:
The project planning can be summarised by the following milestones: User Needs analysis [M9] and system concept definition [M12]; Specification of SAFE TUNNEL modules [M18]; Delivery of demonstrator trucks and equipped test site (M22); Experimentation [M22-27]; Evaluation activities (technical & impact analysis, user acceptance, socio economic impact, CBA) [M27-M36]; Web site [M3] and three project Workshops [M8, M25,M35].
