System fOr management of QUality of sErvice in 3G neTworks

Objectif

If future networks are to fulfil their market potential, there is a critical -need for a comprehensive and formal definition of quality of service (QoS). Currently there are only partial or incomplete QoS definitions which do not adequately dimension quality from a user perspective. The SOQUET project will develop QoS concepts using multi-dimensional QoS inputs and generating perceived QoS outputs for managed multi-media services over 3G networks.

This will be done by establishing a general but complete definition of the QoS management function for the end-to-end delivery of multi-media services over future networks. Innovative aspects of this solution include:
i) a formal definition of QoS;
ii) the management of end-to-end quality;
iii) and the use of closed loop quality control. A new QoS management and control strategy will be developed and demonstrated through multi-media applications over future networks.

Objectives:
3G systems will allow the inter-connection of heterogeneous intelligent networks and applications. This project will provide methodologies that will allow the definition and provision of a particular quantifiable quality of service (QoS) across heterogeneous networks for all users; individuals, groups, professionals and consumers. The QoS defined will rely on the users perceived QoS in order to manage the resources to meet users end-to-end requirements. This will be demonstrated through provision of a QoS management model applied on critically reliable, time critical, band-limited systems. Several services, such as audio/video multicasting over IP, will be operated on UMTS and DVB experimental platforms. An Optimisation of network capacity and performance and an increase in network management flexibility are expected.

Work description:
The work is divided into 5 work packages:
WP0: Management and dissemination. This is concerned with project co-ordination and will ensure that dissemination of the project outcome occurs.
WP1: Requirements and specification. The state-of-the-art investigation will ensure that the current latest techniques are used as the start point. From here the specification of the UMTS testbed and of the Perceived Quality of Service (QoS) management systems will be generated.
WP2: UMTS simulation test-bed. Generation of the physical layer (PHY) and UMTS Terrestrial Radio Access (UTRA) simulation testbeds. The testbeds will then provide impaired/unimpaired signal data bases and subsequently be used to test the UTRA under control of the Perceived QoS management system (PQMS).
WP3: Perceived QoS management system (PQMS).Implementation of the PQMS comprises of the development of the QoS controller, the development of the QoS data base, user equipment measurement tools and incorporates an extension of the tools from UMTS to DVB-TWP4: Trials. The trials will initially develop a test plan and then implement it. The last two tasks will showcase audio/video multi-casting applications on UMTS and a DVB-T networks.

Milestones:
The major milestones and intermediate results are:
M6 & M12: definition of the Soquet specifications and requirements;
M15: UMTS Physical layer testbed;
M22: UTRA simulation testbed;
M27: Development and integration of the Perceived QoS Management System tools;
M30: Audio/Video streaming applications and Results about the QoS based management of convergence between UMTS and DVB-T.
