Gathering consistent information about the part played by libraries in developing the information resources within Europe is a difficult process. The project has proven the feasibility of assembling such information via electronic means. The internet site (http://www.LibEcon.org) has been established to test and then generate an automatic means of collecting data from respondents in each of 29 countries comprising signatories to the European Free Trade Agreement (EFTA) and the Association Agreement with the EU in Central & Eastern Europe (C&EE). Data is also collected from any other country source world wide, including submissions from Australia, Canada, Japan, New Zealand, Turkey and USA. Data collected in past surveys has been added to the database, and visitors to this site can review past trends as well as compare national statistics. Downloadable benchmarking tools are accessible via the website.
The European Commission has monitored the activities and expenditure made by libraries since 1980 through a series of surveys. Latterly, more surveys of the EFTA and C&EE countries have been undertaken to extend the Commission's database. This project is building on the network of contacts and maintaining the database using telematic processes. Its approach is of interest to UNESCO and IFLA, both of whom can benefit from the initiative. Other parties who are interested in the initiative include the European Bureau of Library, Information and Documentation Associations (EBLIDA), the International Standards Organisation (ISO) and the European Commission's central statistical agent, Eurostat. Care has been taken to work closely with IFLA, Eurostat, EBLIDA, and UNESCO to ensure that their requirements for information to assist in international policy planning is made available on a consistent basis and close contact is maintained with the relevant ISO committees.
The database contains national aggregates of library activity and expenditure, including staffing and access statistics. The data is classified by library sector, year, and country. Further information about the form in which national statistical publications are held, and their content is being maintained with an index to all column headings in English. Reports and standard analyses are accessible via Internet enquiry. A review of the statistics collected was undertaken in late 1999 and reported in a "Millennium Study" published in May 2000. Additional analyses have been produced and are available on the website.
