Objetivo
GALILEAN is a 3 years Thematic Network, funded by the European Commission General Directorate INFormation SOciety (INFSO) and centred on GNSS applications.
The ultimate objective of the GALILEAN thematic network is to support European manufacturers and service providers in increasing their share of the global satellite navigation.
The GALILEAN thematic network will create an open dynamic network of organizations, companies and authorities with the general objective to:
- Share data and information to increase the knowledge base on the GNSS system;
- Create synergies and encourage standardisation in European research efforts related to GNSS Applications;
- Encourage the creation of advanced services;
- Increase acceptance of the satellite navigation industry and obtain stronger support from transport policy;
- Increase the awareness and the attractiveness of GNSS towards all user groups;
- Develop recommendations for industry, operators, administrations and policy makers.
The intention of the network members is to provide a platform to discuss common problems, to communicate their know-how for future projects and to make recommendations that would enhance their business operations.
The ultimate aim is to have an agreed but flexible roadmap for the promotion of GNSS applications in Europe, a roadmap that accommodates the requirements of the stakeholders in GNSS and takes into account the SME structure of the sector.
The members of the network are representatives of the various organisations dealing with the issues of relevance to satellite navigation applications. Many are fully involved in the ongoing GNSS development and its associated projects. New members will be welcomed to join the network all along the GALILEAN contract duration. The funding available for the experts represent more than the half of the overall budget. Based on their expertise members will be contracted to undertake short funded studies and present their results to groups of expert.
It will contribute to the IST goals of increasing the contribution of information technology to European society, particularly in the areas of navigation and communication.
Work description:
The intention of the network members is to create a platform to discuss common problems, to communicate their know-how for future projects and to make recommendations that would enhance their business operations. The ultimate aim is to have an agreed but flexible roadmap for the promotion of GNSS applications in Europe. A roadmap which accommodates with the requirements of the stakeholders in GNSS and takes into account the SME structure of the sector.
This roadmap will be developed and documented through the organisation of working groups and conferences, which will:
- help to define common satellite navigation user requirements;
- ease the mapping of RTD projects against real user needs;
- support the coordination of national, EU and industrial research into GNSS;
- promote networks and clustering RTD activities;
- support technology assessment and forecasts;
- contribute to information dissemination activities to enhance transparency and awareness;
- support to technology transfer;
- provide a platform for consultations regarding GNSS applications research in FP.
The validation of the roadmap elements, through their presentation to symposia, will:
- bridge the Gap between RTD and the Galileo application sector in order to enhance innovation;
- improve the awareness of the application industry to the possibilities of GNSS;
- increase the efficiency and competitiveness of GNSS applications (safe, efficient and high quality services\), both internally to the EU and world-wide;
- create synergies and address common problems with alternative navigation means.
The initiation and development of this roadmap will be done under a specific work-package (WP2000). The working Groups and conferences will be organised and managed within the frame of WP3000. The technical Secretariat including the external dissemination of information and interfaces will form the last Work-Package (4000). The overall project and network management will be cover by a dedicated Work-Package (1000).
Milestones:
The GALILEAN thematic network will run 36 months from July 2001 up to June 2004.
Main outputs of the project will consist of a regularly updated roadmap document, reports on specific topics issued by the working groups and presentations to symposia.
The draft roadmap document will be issued after 3 months and updated at 6 monthly intervals.
A mid term assessment review is planned at month 18.
Management reports on the activities of the thematic network will be issued on a quarterly basis.
