New Economy Statistical Information System

Objetivo

The New Economy Statistical Information System (NESIS) is a three-year accompanying measure, involving 7 partners and designed to contribute to the continuing elaboration and evaluation of European benchmarking indicators, as successive phases of the Lisbon strategy unfold and are implemented. This contribution of NESIS will be both through conceptualisation and re-conceptualisation of new information economy indicators centred on best practice, with its focus on eEurope, and through their statistical measurement on an ongoing basis via integration within the European Statistical System (ESS), with its high quality standards. The awareness-building, dissemination and networking activities through NESIS's websites and help-desks are aimed at promoting the take-up of best practice indicator methodologies and at inculcating a greater sense of urgency within the ESS to respond to the challenges posed by the dynamics of the new information economy.

Objectives:
- To ascertain more fully the policy needs for indicators on the new information economy and to understand the methodologies by which the Commission have produced and measured them;
- Conceptually and statistically to appraise existing EU benchmarking indicators;
- To cluster the indicator activities of the current research projects under SINE (Statistical Indicators of the New Economy) of the IST programme;
- To undertake a limited number of statistical pilot case studies in order to achieve the twin targets of increasing understanding as a prerequisite to designing appropriate indicators on complex issues and in order to delineate the broad contours of a statistical information system within the European Statistical System (ESS);
- To disseminate awareness of the urgent need for the ESS to respond to the dynamics of the new information economy in its routine production process;
- To promote indicator exploitation and dissemination through a publication on the European Digital Economy;
- To serve as a repository and a help-desk on best practices concerning indicator methodologies on the new information economy.

Work description:
The New Economy Statistical Information System (NESIS) is a three-year accompanying measure designed to contribute to the continuing elaboration and evaluation of European benchmarking indicators, as successive phases of the Lisbon strategy unfold and are implemented.
The activities are organised around four policy and conceptual pillars that had emerged from the Lisbon strategy.
These pillars are:
a) The New Information Economy and E-;
b) Productivity and Competitiveness in the New Information Economy;
c) Human Investment in the New Information Economy;
d) Social Inclusion in the New Information Economy.
Cutting across these vertical pillars are certain horizontal activities such as eGovernment and eCitizen. Each of these pillars constitute an effective conceptual framework for the work-packages in its subject-matter domain and therefore is one source of guidance within the project for the pilot case studies designed to test concepts and to configure an ESS-based statistical information system.
The standard format of the work in each work-package with a measurement orientation is:
a) Dissemination of a stock-taking report based on the partners' experience;
b) Identification of best-practice through a user-driven, multidisciplinary, multi-national workshop;
c) Revision of (a) on the basis of (b), with recommendations on the design of the pilot case study;
d) The execution of the pilot case study, within the limits of an accompanying measure;
e) Report and its dissemination through NESS websites.
In order to network more widely with the various IST stakeholders and to strengthen coordination within NESIS, an advisory Indicator Development Working Group (IDWG) will be created. The exploitation and dissemination of indicators and the involvement of users will be promoted through two large conferences, through a publication on the European Digital Economy and through NESIS websites and help-desks.

Milestones:
NESIS should yield a more rational methodology for regular indicator design and measurement. There should be greater general awareness of the penetration and impacts of information society technologies. The ESS should be more alert to the need to respond to the dynamics of the new information economy and should be better informed of the parameters of an associated statistical information system. There will be a publication on the European Digital Economy.
