Objective
Smart MEIJI is a joint project to exchange information and contribute to smart card interoperability between EU and Japan by:
- launching a strong co-operation platform between Japan and Europe to promote the use of the smart card;
- maximising interoperability of smart card systems on specific issues such as contactless and security;
- organising joint workshops bridging European researchers (Eurosmart Association and eEurope Trailblazers groups) and Japanese experts (NMDA Association and other professional representative structures);
- enabling a validation of the work by competent technical committees and certification bodies (e.g. DCSSI, BSI, CESG, MITI);
- disseminating information and knowledge through high level conferences, regular Newsletters and mutual web sites.
Objectives:
The Smart MEIJI proposal will cover interoperability and harmonisation of smart card systems, essential elements for the acceptance of smart cards.
The specific objectives of Smart MEIJI are to:
- pool the know-how of European and Japanese industry;
- strengthen links between the European Smart card Industry and the Japanese Smart card Industry;
- promote wider deployment of the outcome of the eEurope Smart Card Charter action plan;
- exchange information in order to encourage technical and other co-operation outside Europe.
Benefits will be major interoperability of smart card based systems and effective co-operation and dissemination between European and Japanese technology.
Work description:
The actions provided by Smart MEIJI are structured into three work-packages:
- Work-Package 1 (WP1): Pooling of know-how;
- Work-Package 2 (WP2): Information Dissemination and Exploitation;
- Work-Package 3 (WP3): Project Management WP1 provides the essential framework of this initiative by gathering the Japanese know-how and the European know-how and exchange information on smart card technology.
Organisations on both sides will meet during Workshops on security and contactless issues. Achievements will be compiled inside technical reports.
WP2 is the tool Smart MEIJI provides to the Japanese representatives and the European experts in order to ensure quality and effective communication to international partners. Minutes and achievements of the Workshops will be disseminated to the policy makers and the public through regular Newsletters and high level dedicated conferences. Existing web sites of both organisations will develop Smart MEIJI dedicated pages.
WP3 provides the necessary tools for the Smart MEIJI proposers to ensure the necessary quality and follow-up to make this project successful. It also ensures a very good liaison between the Japanese and the European communities.
All necessary administrative issues and the interfacing with the European Commission (progress reports and cost statements) will be covered efficiently.
