Objetivo
In Europe there is a large number of individual truck owners without a sound organisation and poorly supplied with suitable support tools. A large percentage of small truck owners still work alone. This situation reduces consistently the investment and innovation capacity, inducing these figures to remain in subordinate and unsteady positions, sometimes on the margin of the regular market. Even though they are already organised in associations or co-operatives, a number of difficulties remain to overcome (for example the need to ensure to every member a balanced treatment in comparison with the other members). The project is addressed to this category, aiming to tackle and solve problems that are common to the groups of truck owners participating in the project. The suggested approach is to support the clustering of these truck owners and provide them with advanced organisational models and ICT tools to compete with larger companies.
Objectives:
The main objective is to support the clustering of individual truck owners and small transport companies into modern structures able to guarantee a good level of internal organisation and collaboration, by means of the use and the diffusion of ICT tools. The intention is to define and experiment a Best Practice instrument as a way to study the existing organisational models and the previous experience of the consortium's partners, aiming to improve and modernise them.
The organisational models deal with three main aspects:
a) a balanced distribution of the work among the truck owners;
b) a sound and regulated communication between the truck owners and the structure;
c) a good co-ordination of the logistics.
Particular attention is paid to a better and wider use of ICT tools, since it is necessary, for the small owners organisations, to adopt new planning, communication and co-ordination models, in order to gain advantage with respect to the more organised competitors.
Work description:
The Project identifies four main best practice scenarios:
a) cluster management - this best practice is mainly addressed to support the definition of well defined and agreed rules for constitution of new clusters of small truck owners and management of existing clusters;
b) mission assignment - supporting the assignment of missions to the single truck owners, improving the customer order acquisition and the composition of truck loads;
c) mission control - supporting mission execution control by putting the owners themselves able to communicate the related mission information in a short time; improving the management of exceptions during travels;
d) inter-cluster collaboration - facilitating clusters co-operation and interoperability by minimising data enter and avoiding mistakes.
Seven pilot cases are planned, three in Italy, two in Hungary and two in Spain, so as to test the envisaged scenarios into different socio-economical contexts. The pilot case results, in terms of benefits, problems met and solved and lessons learnt, are then generalised to allow the experience replication in different regional contexts.
To achieve the objectives, a number of Work Packages is foreseen, as follows:
WP1-Requirements specification (collecting the end-user requirements);
WP2-ICT tools selection and adaptation (adapting models to create and manage transportation clusters);
WP3-Pilot cases preparation (preparing the pilot cases);
WP4-The Italian Pilot case (testing the CITRO products on the three Italian users co-operatives);
WP5-The Hungarian Pilot case (promoting the creation of new clusters of small truck owners);
WP6-The Spanish Pilot case (testing the CITRO products on two users co-operatives of the Basque country);
WP7-Measurement and evaluation of results (drawing conclusions on the pilot case results);
WP8-Pilot cases generalisation (creating the conditions for a wide spreading of CITRO approach);
WP9-Dissemination and exploitation;
WP10-Project management.
Milestones:
Two milestones foreseen: after 4 months, at the end of the requirement specification phase, and after 9 months at the beginning of the tests on the field.
Expected results are:
a) a European meta-model, representing the reference frame for local model realisation;
b) a set of regional models, interpreting the meta-model and adapting it to the local characteristics;
c) a number of Internet-based tools, to improve organisation, logistics and communication with customers and other clusters.
