Ecomonic growth and sustainable Mobility supported by Ist at Regional level including SME's

Objetivo

EU Regions are facing the challenge of globalisation and new technologies, their only option to become and remain competitive involves the intensive use of Information and Communication Technologies as well a partnership between public and private sectors. EMIRES will respond to these needs by innovatively combining the concepts of Demand Reponsive Transport Services, public/private partnerships -PPP- and Dynamic Value Constellations. The project will be carried out by a committed and experienced consorum including 6 Regions -4 of which are objective 1-, 7 SME,s associations and 7 technological partners -3 industrials, 3 universities and 1 research institute-. OBJECTIVES
EMIRES strategic goal is the development and demonstration of a network of Regional Service Centres -RSC- offering on the fly personalised, dynamically generated, integrated packages of value added services -VAS- to SMEs and individuals -in their triple dimension of consumers, citizens and workers-. These packages will include services provided by the Regions -e.g. interaction with the regional administration- and by companies -specially SMEs-. In order to guarantee a sufficient start-up customer base, Deaand Responsive Transport will be one of the key services initially offered -both by large operators and by smaller players, public or private-, around which integrated packages including other VASs will be built. EMIRES RSC will therefore be managing a Dymamic Value Constellation, where public/private partnership -PPP- will be fostered.

DESCRIPTION OF WORK
EMIRES strategic goal can be mapped into a set of specific operational objectives, namely:1. Developing a RSC which manages a Dynamic Value Constellation allowing1.1. The identification of user profiles, the definition of individual VASs, the automatic composition -in real time- of integrated packages involving a set of different but complementary individual VASs, and the personalisation of these packages to suit the profile and needs of individual users.1.2. The interaction with the RSC and among themselves of the different parties involved -companies, Regional Authorities, individuals, etc.- regardless of the different roles they can play -individual VAS providers, users of individual or packaged VAS, etc.-.1.3. The administration of the system, both from a technical perspective and from a business/operational viewpoint.2. Demonstrating EMIRES RSC in a network including 4 EU Objective 1 Regions, 1 Eastern European Region and 1 Latin American Region. This will allow to guarantee transferability of result to virtually any other region, since EMIRES network covers very diverse scenarios, including severe socio-economic environments which can show all the potential benefits of the proposed RSCs.3. Developing one Business plan per region which ensures self-sstainability of the local RSCs, plus a set of guidelines -including technical, financial and social aspects- which can be used by other regions when implementing an EMIRES RSC. 4. Using the interim results of the project to prepare the Regional Innovtion Programmes of EMIRES EU Regions, to be submitted to DG REGIO for evaluation as innovative actions to be co-funded by the European Regional Development Fund 2000-06.
