Objetivo
LA MER aims at providing a practical action towards the growth of e-commerce in the Enlargement countries by establishing a smart-card based Public Key Infrastructure in which four involved Chambers of Commerce (CoCs) will offer Trusted Third Party services (TTPs) to each other. Scaling problems in the establishment of this new PKI will be solved in order to inter-operate with existing CoCs TTP networks e.g. COSACC, Euro chambers.
LA MER will perform a business experiment involving South Eastern European (SEE) Chambers of Commerce (CoCs) gathering and comparing their business and security needs demonstrating the established and new developed security services in order to gain acceptance, trust and maturity. The project is identified by its use of smart cards in the TTP infrastructure in order to provide further privacy.
LA MER will overcome infrastructure, legal, policy and regulatory barriers in the SEE region by examining these issues carefully and by finding the "least common denominator" with which a harmonised e-commerce platform can be established and operate securely. The authorities and key players of the region in LA MER's user group and advisory committee will contribute to the dissemination and exploitation actions of the project. Dissemination and business assessment will be among the most important objectives.
Objectives:
LA MER aims at performing a pilot action in which four South Eastern European (S.E.E.) Chambers of Commerce (CoCs) in Cyprus, Greece, Bulgaria and Romania will offer smart card based PKI services to each other. This proposed secure regional network will become the basis for the secure adoption of e-commerce in the region accelerating the smooth transition to the new pan European digital market.
LA MER pilot is demonstrating the use of smart cards for secure access, certificate and key storage in order to provide security and privacy to e-commerce transactions between the S.E.E. CoCs stimulating the acceptance and deployment of smart cards across Europe. The objective of LA MER is to provide a practical action towards the growth of e-commerce in the South Eastern European (S.E.E.) region by performing a scalable pilot action aimed at interconnecting securely four S.E.E. Chambers of Commerce (CoCs) with each other considering technical, legal, policy and societal aspects enabling them to perform e-commerce transactions securely.
These main objectives can be further broken down into the following sub-objectives:
Establish a large scale interoperable S.E.E. PKI based on different type of smart cards (biometrics, multi-application cards) in which CoCs from four S.E.E. countries will offer security services to each other;
Scaling problems in the CoCs large PKI communities will be solved arising from factors such as number of users, number of CAs, length of certificate chains, number of Directory server components, disciplines of updates operations, timing and scheduling parameters and the dynamics of populations;
Disseminate the results of LA MER to: other CoCs in the S.E.E. region, local authorities, ministries, and regional key players. Create synergies with related projects, initiatives and other actions aiming at the acceleration of the transition to a smart card based pan European secure and integrated digital market.
