Methodologies and Tools for Building Intelligent Collaboration and Transaction Environments in Public Administration Networks

Objectif

ICTE-PAN project aims to develop an innovative methodology for modelling PA operations and tools for transforming these models into design specifications for e-Government environments automating and simulating complex bureaucratic processes. Furthermore, meta-tools and peripheral software components will be developed for implementing the design specifications into interactive and intelligent web-enabled portal environments that improve user access to information and facilitate contacts, exchanges and feedback within administrations.
ICTE-PAN will draw on current collaboration / communication procedures and practices in Public Administrations (PAs), and on building blocks of currently operating software platforms, and carry out research and development on innovative web-enabled models and methods for the civil servants, to effectively collaborate and transact within public administrations. The work to be carried out will be based on XML-centred tools, administrative meta-data and standards (eg ParlML) for specifying, designing, and developing DCMI-compliant tools.
Emphasis will be given into researching and modelling common PA practices and procedures, thus leading to the construction of the appropriate software tools that follow sector-specific standards and simulate interactions between geographically dispersed cooperating administrations. Tools will facilitate the rapid creation and maintenance of flexible user-friendly web-enabled environments supporting e-government activities and services. Such environments will model and simulate complex hierarchical processes, task allocations, etc and interface with data repositories and other legacy systems or content created at different levels of public administration hierarchy. The expected outcome will be a system that will help public servants to move from back-office processes to become front-office advocates, working with and on behalf of the citizen, not just giving advice, but developing a client group, and prov ICTE-PAN project aims to develop an innovative methodology for modelling PA operations and tools for transforming these models into design specifications for e-Government environments automating and simulating complex bureaucratic processes. OBJECTIVES
The main objectives of ICTE-PAN project are:
- to research a methodology for modelling public administration working environments through the adaptation of working habits and collaboration and transaction practices to state-of-the-art ICT technologies;
- to provide meta-tools for creating high quality e-Government services allowing public sector employees to provide more effective and cost efficient services to users, and;
- to elaborate sustainable measurement algorithms to master the challenges and evaluate results.
Our project is envisaged to add value to expectations of PA employees resulting to an efficient public administration. ICTE-PAN project findings and created software meta-tools will empower the European Public Sector to adapt to rapidly changing working practices through the utilisation of innovative technologies and systems.

DESCRIPTION OF WORK
The ICTE-PAN project work is structured in four phases:
- Analysis and Methodology Research Phase;
- Development Phase;
- Pilot Phase;
- Market Intelligence Phase. The first three phases will be carried out sequentially and the last one in parallel with the others.

The Analysis and Methodology Research Phase will identify the participating actors and research their roles and procedures followed in PAs. The resulting SWOT Modelling and Performance analysis (SWOT-MP) for e-government services, will propose re-structuring current procedures. Additionally, the evaluation methodology and the security & user authentication framework will be established.

The Development Phase will introduce the functional design and development of core components of the innovative PA Design Center (PADC) tool, peripheral S/W components and APIs supporting interoperability with underlying PA platforms. Development work will draw on findings of the SWOT-MP analysis and the requirements collected through participating PAs. Main result of second phase will be an integrated tool, capable of implementing intelligent PA working portal environments. Proposed re-engineered procedures for PAs, resulting from previous phase will provide guidelines in the design of the system.

During the Pilot Phase, the PADC tool and the SWOT-MP analysis will be tested and validated, following the evaluation procedures defined in the first phase and based on an existing test-bed. The 5 Case Studies will be implemented by participating PAs to create real portal environments offering e-government services for civil servants. Testing and validation results will lead to a flexible and fine-tuned tool for PAs, competent for roll-out.
The Market Intelligence Phase will be active during the whole project's implementation lifetime. It will study the competitive market and will set up dissemination and exploitation initiatives, promoting and justifying the competitive advantages of the PADC tool, to be utilised by both PAs and ASPs for creating and hosting unified e-government environments supporting administration procedures and rules.
