TELE-MAintenance and Support through intelligent resource management for ship Operation

Objective

TELEMAS contributes to the terms of reference of the IST Programme, SYSTEMS AND SERVICES FOR THE CITIZEN - Applications relating to Intelligent Transport Systems (KAI - I.5.1). TELEMAS intends to develop decision support tools as well as an integration middleware platform, as an "umbrella" tool, to manage ship borne and external resources distributed somewhere in the world-wide information pool. The project aims at user-friendliness and the convergence of the networking infrastructure, taking into account measures to reduce the communication cost barrier compared to land-based applications. TELEMAS will contribute to providing a cost-efficient gateway to the ambient intelligent landscape and to support the vessel in becoming a part of it. It will include both aspects of on-board life, i.e. professional work and private activities ranging from simple e-mails to distant education and assessment.

Objectives:
TELEMAS aims at increasing the quality, safety and efficiency of vessel operation by exploiting and further developing IT technologies and tools for an intelligent ship operation concept. The project result will be an umbrella middleware platform which contains integration components as well as communications management and data layer security related services. This will help to quickly understand available technical, operational (procedures) and human resource processes and access software tools. The TELEMAS approach will foster intelligent management of resources, either being included in the vessel's repository or being accessible through telematic services, will prove its functionality through specified key applications. These are selected in order to achieve a maximum of generic functionality and for seamless delivery of services in order to bring all IST benefits within the reach of seafarers.

Work description:
In order to keep pace with a fast developing market of IT products and services, this ambitious project is scheduled for 24 months only. There is some concern that lagging behind the market will reduce exploitation opportunities. The core of the work is the TELEMAS Integration Middleware Platform together with the TELEMAS Umbrella to consolidate existing operational, navigation and automation data for a more efficient use of distributed resources and information. These data will be linked with shore services (WP 01). To achieve this, and to make optimum use of advance XML applications, available tools and data standards are investigated and document type definitions are developed within WP 02. In the same WP 02, the intention is to lay the foundation for a Knowledge Base, a virtual data base linking distributed vessel and operation data for authorised access through the vessel command and the ship owner ashore. To prove the umbrella concept, five integral application areas (Safety, ISM, Tele-Maintenance, e-learning and Application Service Providing) have been selected (WP 03 - 07) themselves requiring further development in order to achieve a maximum of generic functionality and for seamless delivery of services. These development workpackages are accompanied by service workpackages comprising of the User Forum (WP 08) to involve expert users from the very beginning, Quality Assurance and Validation (WP 09), Exploitation and Dissemination (WP 10) and finally Project Management (WP 11). The user forum also serves as a dissemination platform to professionals from the five application areas. The selection and access/operation support to any other shipboard resource will also be demonstrated.

Milestones:
Major milestones are the results from WP 02 (Data Standards & Knowledge Base) and the developed software tools from the selected application areas in WP 03 to WP 07 to be integrated into WP 01.

Expected results are: The integration middleware platform (WP 01); the safety management system allowing remote monitoring and support (WP 03); the remote-maintenance tool (WP 05) and the integration of selected ambitious applications ISM (WP 04), e-learning (WP 06) and application service providing (ASP) (WP 07).
