Three Regional Operational networks working on Strategic Electronic Scenarios

Objetivo

The objective of Three Roses is to prepare a large integrated project that contributes to the cohesive development of local and regional digital economies. This is achieved in strong alignment with the objectives of Action Line II.1.2 through an effective definition and exploitation of e-business and e-work research, with particular focus on e-commerce and e-services in which local and regional government and public-private partnerships play a central role. Three Roses builds on the unique combined strength of the three main local/regional networks working on the information society and implements an integrated work programme that generates and disseminates relevant knowledge; creates a constituency of RTD stakeholders through consensus building on RTD challenges, roadmaps, constituencies and implementation models for major future business and work challenges; and integrates the results of related European projects.

OBJECTIVES
This is achieved through an effective definition and exploitation of e-business and e-work research, with particular focus on e-commerce and e-services in which local and regional government and public-private partnerships play a central role. For this, Three Roses implements an integrated programme that: generates and disseminates relevant knowledge; creates a constituency of RTD stakeholders through consensus building on RTD challenges, roadmaps, constituencies and implementation models for major future business and work challenges.

DESCRIPTION OF WORK
Three Roses implements a constituency-building programme structured into 5 work packages. Besides management and coordination activities, monitoring and evaluation activities review and guide the realisation of the project's objectives. Generation of knowledge involves studies, surveys, reviews, critical analysis of stakeholders' inputs, etc. to identify scenarios for digital economies with a focus on e-business/e-work, methodologies for large integrated RTD projects, and consensual stakeholders' inputs to the integrated project. These three aspects will be put together to define the FP6 integrated project. Simultaneously, a stakeholders' directory and brochure are built for the systematic promotion, sharing and dissemination of this knowledge and of all project activities. Synergies are also sought with other relevant EU projects and EC clusters. Published reports, brochures, documents, news and relevant information are disseminated through intranet and Internet. To build consensus, workshops and working groups are organised. These are supported by a virtual forum for online interaction and brokering support through a web site help desk. In particular the working groups address key themes emerging from Action Line II.1.2 particularly, Models and scenarios to shape future policies for a knowledge-based economy but also (1) Organisations and e-business, (2) Organisational knowledge management; and (3) Next generation electronic and mobile commerce. They will be flexible to find the best focus and converge on the definition of a large integrated project. The website will also satisfy enquiries and provide advice to stakeholders interested in participating in the Three Roses constituency-building process. It will also structure a set of veb services and tools in synergy with other existing Accompanying Measures (e.g. PRELUDE, PACE) to provide support to potentially emerging consortia in the formulation of integrated projects at local/regional.
