Secure-TRAVEL

Objetivo

Professionals and the public have become particularly aware of the urgent need for stronger security in air transport since the September 11th events. The objective of s-Travel is to develop a standard interoperable solution to secure access to airports and aircrafts.
In this respect, the s-Travel project aims to promote the early adoption of biometrics and smart cards as part of a global system to streamline the passenger process within an airport until the ultimate boarding phase. The project will first implement and trial with Frequent Travellers of ALITALIA an interoperable solution between Athens and Milan Airports based on the use of a unique combination of biometric technology, smart-card and digital certificates, then define the business framework for the worldwide deployment of an industry solution that would meet the expectations of the various parties involved in the traveller journey.
The s-Travel initiative shall be considered as the first step towards the adoption by the Airlines/Alliances of a multi application smart card that would include in the future bio ID, eTicketing, Frequent mileage in addition to current cash facilities.

Objectives:
s-Travel aims to promote the early adoption of biometrics, smart cards and PKI certificates as part of a global system to streamline Frequent Travellers process within airports until the ultimate boarding phase and contribute to the provision of a biometrics ID standard in the Air transport Community. s-Travel will run a trial to validate 1/ the set up of a bio enrolment procedure for Frequent Travellers, involving IATA/SITA that would be recognised by all Airlines, 2/ the integration of biometrics ID and smart cards within Airports and Airlines Systems, 3/ recommendations to achieve an interoperable solution within all airports 4/ user acceptance and procedures reliability 5/ the provision of a relevant business model for an international deployment of biometrics ID to meet security issues, 6/ assessment of the privacy issues involved.
An interoperable solution, based on a unique combination of biometrics, smart cards and PKI running across two international airports, is highly relevant for the IST programme and eESC.

Work description:
The s-Travel architecture is based on a set of highly secure devices that will be installed within two Airports infrastructures: Milan and Athens and interfaced with the existing Departure Control System of a major Airline: Alitalia.

The work will be organised as follows:
1/ Assessment of the Air transport Community requirements (airports, airlines) with regard to security issues further to the 11th September 2001 events;
2/ Definition of operational procedures for biometrics authentication, including privacy issues and regulatory constraints;
3/ Setting up of an enrolment procedure for Frequent Travellers and dedicated staff including 3 biometrics patterns: iris, face and fingerprint;
4/ Pilot design and mock-up engineering, including necessary adaptation of Airports and Airlines existing systems and interface with the SITA/ IATA DigiCert Certification Authority;
5/ Pilot installation and pilot running at Milan-Malpensa and Athens international airports, integration with their current infrastructure;
6/ Provision of a secure and seamless "Fast Track" to Alitalia Frequent Travellers, comprising automated check-in and boarding;
7/ Measurement and validation of the pilot effectiveness with the assistance of the Advisory Group;
8/ Recommendations to achieve biometrics ID standardisation within the Air transport Community (procedures, solutions, equipment, data format, protocols);
9/ Business model for further deployment and roll out of a s-Travel based service;
10/ Identification of the corresponding privacy issues and rules in each of the participating States.
An Advisory Group that will contribute to all tasks to leverage the s-Travel initiative among the Air Transport community completes the consortium. The members (AF, ADP, BIAC, DAT) will have the opportunity to contribute to the setting up of market requirements and to the recommendations of best practice regarding the biometrics business model for the service provision.

M9: Definition of a neutral enrolment procedure recognised by all Airlines;
M18: Evaluation Report
M18: Recommendations for standardisation of Bio ID for securing air travel (including procedures, equipment, data format, protocols).
A number of intermediate milestones and reports have also been defined to enable a close control of the project and an appropriate feedback loop process on the Trial itself.
