FILM RESTORATION AND CONSERVATION STRATEGIES

Objetivo

FIRST is an open platform on issues related to digitisation for conservation, restoration and exploitation of film collections. Its objective is to provide European conservation bodies (the coordinator is an association of 31 European public archives) with a liable knowledge basis on a series of digitisation related issues. To do so the consortium gathers all the main categories of stakeholders into five thematic working groups meant to provide recommendations on five issues (Digitisation options, Digital restoration, Storage Policies of digitised archives, Cataloguing and Retrieval, Business Modelling).
Recommendations should form the basis for standardization in the field of film preservation and restoration and for further research.
Standardisation is felt as a need to allow key players to take solid positions in an industry driven sector and therefore put in place coherent policies for the protection of a vital part of the European cultural heritage.

DESCRIPTION OF WORK
A preliminary survey led in the preparatory phase of the proposal has led to the identification of five main issues concerning film restoration and conservation by means of digital technologies and instruments. The projects aims at setting the pre-standardisation requirements in those study areas. To do so, the first phase will be that of setting up five thematic Working Groups. A workshop will be held to this purpose and to harmonise WGs activities procedures.
Working Groups will deal with the following issues:
1.Archive Film Digitisation,
2.Restoration by digital processes,
3.Storage technologies and policies of digitised archives,
4.Cataloguing and retrieval of digitised film archives,
5.Strategies for distribution and access of digitised archive material with specific focus on on-line delivery.
Each WG will be co-ordinated by a different partner and will actively involve experts coming from extra-partnership organizations. The activity of the working group will be articulated in three main phases, until the issuing of technical recommendations or strategic indications in M18. The on-going work and the results of the working groups will be constantly monitored by a Steering Committee formed by the Project's Partners, while the results and the methodology will be assessed by public workshops and colloquia which will enable the partnership to meet most of the actors on the stage of Digitalisation. Finally, the results will be then harmonized into a final strategic report for conservation bodies and other key players in film conservation and restoration policies.
A special attention will be paid to co-ordinating and favouring the exchange of information among the working groups that will run in parallel. The entire project will work as a comprehensive platform, open to external contributions. Parallel to the development of the project, will run WP1 Management and WP8 on communication and dissemination; communication will be directed to both specialists and the Large public, whereas dissemination will be fostered by all participating organizations through presentations in seminars, conferences and sector events. A self-assessment WP is also foreseen in order to evaluate the results of the project with the help of external advisors.

MILESTONES
The expected results are a set of recommendations and indications on pre-standardisation requirements and the building of a consensus in the film conservation community across Europe, with the involvement of all the main stakeholders. The project is also intended to provide concrete indications for further research activities. The main milestones will be the reports issued along the activity of the project: 1. A survey of the State of the Art with recommendations about future research. 2. A first Draft of the Guidelines & Recommended Practices 3. The final version of the Guidelines & Recommended Practices, including an update State of the Art & Recommendations for further research.
