Objectif
The main objective of the project E-CUISINE is to establish a (thematic) network of the main institutional decision makers who promote early deployment of innovative Environmental Information Management Systems (EIMS) in Europe. The aim is to start a continuous discussion and exchange of ideas and visions on the potential of new systems and solutions in the area of EIMS. The aim is that the thematic network is to ultimately become a self-sustained network. The network will facilitate and promote exploitation and take up of ICT, with particular attention for results from the EU's IST programmes, as well as ESD and national programmes in the domain of environmental applications. Members of the network will include national environment agencies and environment ministries of EU Members States, accession countries and others including relevant services of the European Commission (DG Environment, DG Information Society), EEA, UNEP and OECD, as well as some major stakeholders.

To establish a (thematic) network of the main institutional users of Systems for Environmental Information (SEI) in Europe, with the aim to start a continuous discussion and exchange of ideas and visions on environmental problem, products and solutions in the area of SEI and with the intention to continue its existence after the 2,5 years for which EU-support is requested. The network will facilitate and promote exploitation and take up of ICT, with particular attention for results from IST programmes, as well as ESD and national programmes in the domain of environmental applications.
Work description:
The work to be done for E-CUISINE can be structured into five main tasks:
1. Initialisation of the network and its infrastructure, followed by day-to-day management;
2. Preparation and organisation of a specific meeting;
3. Management of that meeting;
4. Reporting, evaluation and follow-up of that meeting;
5. Overall evaluation, reportage of the project and follow-up. The tasks 2 to 4 are repeated for each of the five meetings of the network.1. Initialisation of the network and its infrastructure, followed by day-to-day management. Within this work package all activities necessary to establish the network and to create the conditions for its proper functioning are combined. In addition, it contains some special tasks for the organisation of the first meeting, that exceed the standards tasks given hereafter, given the special nature of the first meeting and the fact that it has to be organised prior to the first meeting of the network.
This work part of the package consists of the following tasks: As a first step, the secretariat will be established as the day-to-day management and organisation unit of the project and the central contact point for the net-work. The secretariat will be located within a leading national environment agency; its staff consists of a senior employee of that agency and two external subcontractors with special expertise in management and organisation and European and international environment policy, respectively, supported by some secretarial staff. During the first month, the secretariat will be physically established. Simultaneously, a Web Site will be installed to keep the members informed about all activities of the network, conferences in the field of SEI, new initiatives, publications and reports and other valuable information. The Web Site will also contain a publicly accessible section with information about the network and its activities, its main objectives, the contact partners of the members and endorsed re-ports and other publications. It will actively encourage external suggestions, comments, et cetera.
In addition a List-server will be established, whereas e-mail will be the main communication channel for the network. The time budget for this work package also includes the necessary time (one person-month) for the maintenance of the Web Site (hosting and thematic maintenance) and the List Server throughout the project. After this first month the secretariat staff will meet to discuss and divide tasks such as drafting texts for the website, informing all potential partners about the details of the network and the procedures of co-operation. They will be invited to join and propose a date and subjects for the first meeting, et cetera, and the composition of the network. As soon as the date and subjects of the first meeting have been decided, the secretariat will proceed with work package 2.2. Preparation of a meeting.
The preparation of a meeting starts at least five months before it is scheduled. A panel of four (permanent) members of the network (including international organisations) will supervise the process leading to the next meeting. For each meeting 1 representative of the hosting country is added as a temporary member. Incidentally, up to 2 users (e.g. NGO, regional government, scientific, commercial) can be added in function of the key topic. In principle, the panel will meet once before each meeting, normally in the hosting country. The 3 partners of the consortium (including the co-ordinator) will attend the panel meetings.
This panel can be seen as the core of the network; the secretariat considers it-self as a support group to the panel and network. For each meeting of the network the same work plan has to be carried out, consisting of the organisational and scientific preparation of the panel meeting and the management of this meeting itself, similar but more complicated activities for the network meeting, and the evaluation.
