Measure IST industrial impact and socio economic results

Objective

Project MEASURE goal is to assess the socio-economic and industrial impacts of a representative sample of RTD projects of the IST Programme Key Action I (selected from the Administrations, Environment, Health, Persons with Special Needs, Transport and Tourism research areas); and compare them to the socio-economic impacts of a sample of previous, similar projects in the corresponding Telematics Applications Programme areas. The results will be disseminated to the IST Programme participants and to the European industry and policy-makers audience, to improve understanding of how to maximise positive socio-economic impacts of the RTD process. MEASURE innovative value will be in the development of new, original qualitative and quantitative indicators of socio-economic impacts of cooperative research initiatives. The project will organise a conference in Bruxelles to present its results.

OBJECTIVES
The strategic goals of the project are: a) to assess and benchmark the socio-economic and industrial impacts of IST Key Action I projects, and to draw their impact on the global EU socio-economic system. b) to maximise the socio-economic potential of IST projects) to contribute to the rapid take-up and transfer of innovative technologies and to enhance awareness of RTD activities.

DESCRIPTION OF WORK
The MEASURE workplan is sub-divided into 4 workpackages, covering the following activities:- to develop the methodology, define the indicators to be investigated and select the projects sample. This preliminary work, limited in man-effort and overall dimension, constitutes a crucial passage towards the success of MEASURE, as it will define, set-up and validate the whole projects' surveying process (WP1). - to implement the methodology defined in WP1, developing a structured questionnaire with the pre-selected indicators, carrying out an extensive survey to the sample of projects, elaborating results and producing a report of preliminary socio-economic impacts assessment analysis; (WP2). - to select the most interesting projects from the point of view of socio-economic impacts, and analyse them as case studies, through face-to-face in-depth interviews, checking the questionnaire results and fine-tuning the implementation of socio-economic impacts benchmark indicators (WP3);- to combine the results of the questionnaire survey and of the case studies, measure the pre-selected indicators, benchmark the socio-economic impacts by comparing results by area and by Programme (IST vs Telematics) (WP3);- to validate the results of the analysis by organising a workshop with a high level group of experts of monitoring and assessment of RTD programs and socio-economic impacts (WP3);- to develop conclusions and recommendations based on the analysis results (WP3).- to produce publications on the project Case studies and Conclusions and Recommendations, to carry out a focused dissemination campaign towards the project's target audience and organise a final conference of results presentation. (WP4). All workpackages are co-ordinated by the Project Management (WP0).
