Objetivo
It is intended to provide a detailed empirical analysis of the gap between theoretical opportunities and real achievements in the field of energy conservation strategies in the EC.
The reasons why a series of possible energy conservation strategies are not implemented will be identified. Possible policy initiatives and incentives which could help to close the gap will be suggested.
- The Environmental Institute (UCD) will act as coordinator. In cooperation with ESRI, it will also address the issues involved in achieving energy efficiency in Ireland. The focus will be on households and specific aspects relevant to peripheral economies in the Community will be considered.
- The SEO in Amsterdam will provide the Dutch input. This team will also lead the preparation of a questionnaire to energy consumers, aiming at eliciting the causes of the current gap between theoretical opportunities and practical performance of conservation options. The whole cross-country investigation undertaken in this project will be based on a pilot-study implemented in the Netherlands.
- The FhG/ISI contribution will address the potential importance of information/consultation as an instrument for encouraging the adoption of conservation strategies in SME's. This will be based on experience gained in course of implementation of a programme over the last 20 years in Germany.
- The ACE contribution will focus on the potential role of electric appliances for achieving efficient conservation.
- ADEME will provide input based on experience in France, with particular reference to sectoral opportunities.
