A number of environmental and social costs are associated with transport energy use. The objective of this project was to examine the efficiency of different policies which address problems in the transport/economic/environmental domains. The main idea of this project was to study transport and transport energy use in terms of the associated social costs: congestion, air pollution, noise, energy security and accidents. Traditional econometric energy demand models and transport network models study energy demand for transportation as a function of the relative price of fuels, and emissions are derived from energy use via technical co-efficients. All these models can do is simulate the effects of fuel and car prices on fuel demand and on emission. This project goes beyond this and uses innovative modelling concepts to evaluate the efficiency of different transport and energy policy options in migrating social and environmental impacts.
