Green accounting: comparison of monetary valuation and "extasy" method

Exploitable results

This project is concerned with the assessment of environmental damage in monetary terms. The main objective of the project is to develop and implement the methodology and models which assess, in monetary terms, the environmental damage caused by economic activities across all EU Member States. The assessment focuses on the scope for making consistent valuations in all countries, on the accuracy of estimates obtained and the extent of the damages valued. To allow consistency the methodology must also be transferable across all countries and over time, and should consider the partial internalization of costs through already implemented pollution control devices. This project has made extensive use of the JOULE programme supported ExternE project. It has carried out a monetary evaluation of damage at a national level, in Germany, Italy, the Netherlands and the UK, including human health, crop damage, forests, ecosystems, materials, global warming. In some cases it was not possible to exploit the full potential of the data or collect relevant information. A follow-on project, GARP II, has been awarded to fill in the gaps in the present work.
