Objective
Project aim: Creation of an observatory for city noise environment composed by:
- a technical center dedicated to the observation of noise environment in le Grand Lyon
- set up of fixed acoustic sensors and a mobile laboratory dedicated to on-site data acquisitions
- development of an operational software tool aimed at the output of a global indicator for describing the noise environment related to each specific urban zone.
Le Grand Lyon, who is grouping all local collectivities composing LYON's Urban Community, will create an Observatory for city noise environment, equipped with adequate technical means dedicated to an active survey of noise evolution in the city of Lyon, completed by an operational software tool designed for politicians and heads of technical services concerned with any kind of noise annoyance problem. This software tool will fulfill 3 main objectives, namely:
- provide an efficient help to decidors in order to impulse a real policy for noise management in the city, taking into account the particularities of each urban zone;
- propose a help in the decision process aimed at solving ponctual crisis (complaints, petitions...).;
- anticipate any kind of economical or social depreciation of the different urban zones in du Grand Lyon, which could result from a degradation of its noise environment.
Preliminary work allowed to define 3 actions towards the creation of an Observatory of city noise environment, explicitely:
1.- implementation of a noise measurement system, composed by a mobile laboratory system dedicated to short duration data on-site acquisitions based on physical acoustics criteria, and fixed acoustical sensors located at strategic points in le Grand Lyon.
2.- creation of a technical center doted with one technician specialised in acoustics, who will be in charge of the exploitation of the center's technical means, and including the involvement of the head of Mission Ecologie Urbaine du Grand Lyon.
3.- development and realisation of a predictive tool development aimed at the output of a global indicator for describing the noise environment related to each specific urban zone. Such an indicator will integrate both objective (physical acoustics) and subjective (psychoacoustics) dimensions of a noise reality.
