Objective
The objective of this programme is to test - in association with local and regional communities as well as land managers - new working methods for sustainable management of exceptional rural spaces. These methods are to be tested on pilot sites and should optimise exchanges between the public and private sectors, favour contractual law and encourage the involvement of the various regional decision-makers. They should be of use to decision-makers in exceptional rural areas within the European Union. The programme also aims to full debate on the development of public policy with respect to preserving the quality of rural spaces.
The objective of this programme is to test new working methods for the sustainable management of exceptional rural spaces; the tests are to be carried out on pilot sites in association with local and regional communities as well as land managers.
The currently available tools for managing rural spaces (mechanisms of the common agricultural policy, socio-structural funds, fiscal policy, management contracts etc.) do not always contribute to preserve quality, either because they are not suitably adapted, or are unappropriately utilised, or because the different tools put to use in the same area produce contradictory results.
The pursuit of new, more rational solutions is possible through experiments that offer the advantage of being tangible and leading to operational propositions.
The trial programme will focus on exceptional sites located in natural parks: Ballons des Vosges, Luberon, Marais du Cotentin et du Bessin.
Following an initial diagnosis, work will be carried out in association with local decision-makers to enact scenarios for reorganising existing tools and testing the expediency of new tools for the management of open spaces. In particular, we will test long-term contract objectives with farmers and foresters and 'patrimonial rights to produce' (quotas..) in order to tighten the links between production rights and national and regional development; we will also work towards developing a local tax system that is favourable to a wider integration of the environment.
The conclusions reached by the trials carried out on each site are to be published on a local level at the close of the programme.
On a national level, a technical synopsis and an institutional document will be used as a mean of disseminating the principal conclusions.
The conclusions -in the form of contributions- will make it possible to full debate on the development of European and national public policy with respect to preserving the quality of exceptional rural spaces.
