Objective
The project aims at designing a holistic conceptual framework for networking of information on waste management promoting a conscientious use of materials and at developing appropriate tools for waste management. An increase of selection rate for special household wastes is expected, encouragement of citizens' sensitivity towards waste disposal issues, higher level of service design and delivery, a contribution to what is being called proactive policies.
The proposed project introduces a dual approach for waste management. It proposes an interactive and integrated system of information flow on waste management coupled with a pilot project for the collection of hazardous household wastes (HHWs) of a selected urban district of Athens. The Municipality of Athens and the Ministry of the Environment, Physical Planning and Public Works, with the capacity to optimize the use of information concerning waste management, will be able to stimulate a wide range of actitivities within society influencing economic development, policy integration and educational goals. The introduction of information technologies can assist policy makers in responding with a flexible manner to changing techological demands and conditions.
The project aims at designing a holistic conceptual framework for networking of information on waste management promoting a more conscientious use of materials, at developing appropriate tools to deal with information flows, at increasing awareness and creating partnerships between citizens and the institutions of local and central governance, at introducing the concept of shared responsiblity among citizens and finally, at transferring the Ministry's experience on waste management to the Local Authorities. The pilot project on the collection of hazardous household wastes has as its main objective the protection of the environment and the enhancement of the responsibility of citizens for public health and safety.
The database of the information system, will include data for four types of user groups: for the citizen - non-expert in waste management, for the student, for the scientist, expert, policy maker and for pupils in selected schools troughout Athens. Emphasis will be given on waste minimisation, material reuse and material recycling. The information system provided will be based on multimedia (CD-ROM and Internet) and on teletext.
