Objective
To try new management systems into partnership for solving an environmental problem affecting all the region - cooperation between public administration and private sector, overcoming conjunctural blocks.
The specific objectives of the project are:
- To solve the treatment problem of olive-presses effluents
- To contribute for the non-pollution of the hidrographical network of the region
- To guarantee an economy of scale through the enlargement of the service area (sub-region)
- To overcome producers' effluents problems through a centralized management of the system/service.
Approach:
To test the creation viability of treatment collective systems of olive-presses effluents, considering:
- the compared results of experiences made in the region with the setting of a centrifugation/ decantation/ evaporation (pilot experiment) system and of a lagoon system
- the involvement of the main interested people (the olive-presses' owners)
- the transfer of management processes and system attendance for outside setting to the productive system
- partnership involving the Administration (municipalities as responsible entity for the resources preservation, protection and regulation of environment through the respective Association, Agriculturists Association (as representative entity of producers) and the producers themselves.
Methodology:
- Systematization of data about the existent plants (influence area, typology of setting, collecting and management system, participation degree of interested people)
- Proposal of districtal treatment network, considering:
Influence area; Typology of Setting; Collecting Circuits; System Financing, Image and Constitution of system management entity
- Definition of implementation strategy based on the existent stations - institutional viability; participation degree of each involved entity, financial support and viability
- Divulation and dynamization/involvement of nuclear entities; first strategy Evaluation
- Lauchn, accompanying and evaluation of the proposed system
- Methodological guide and divulgation.
