Objective
The aim of the project is to develop a practical method of improving the potential of spatial planning for contributing to the creation of a sustainable society. The method is based on criteria and indicators (planning indicators and field indicators), combined with Strategic Environmental Assessments (SEA) and Geographical Information System (GIS).
The project intends to develop a method to integrate environmental concerns and increase the possibility to fulfill environmental objectives by spatial planning.
The project will develop a practical method of breaking down environmental objectives into criteria that are redefined as planning indicators for practical planning situations. The development of criteria and indicators will also be coordinated with the development of SEA. Improved GIS tools should also help to make the integration of environmental concerns more effective.
The project design is essentially preventive, since the method will make it possible to integrate environmental concerns and produce more reliable SEAs from the inception of the comprehensive plan phase. The method will facilitate communication between those involved in spatial planning, e.g. planners and environmental experts.
The development of methods and tools will be facilitated through case studies, carried out in close cooperation with municipal and regional authorities, focusing on their specific planning framework. In addition, an advisory group will provide expert advice concerning the various key issues exposed in the case studies.
The project is expected to result in a document describing the method in the form of a step-by-step procedure and setting forth criteria and indicators that can be used in various phases of comprehensive planning. A catalogue of examples of the practical application of the systematic method in small, medium-sized and large municipalities, will be presented. The results of the project will be disseminated via a newsletter and a Home Page. Workshops and conferences will also be organized.
