Objective
To pilot an affordable, transferable process for addressing sustainable development and integrated land management through the participation of local people and public authorities, at the local level. To produce area strategies, based on agreed audits, indicators and objectives, supported by a participatory strategy, integrated information and strategy alignment, and implemented through demonstration actions, with and environmental quality mark to reward achievement.
Hypothesis : The project will test the hypothesis that the full participation of local people with public authorities will enable the development and implementation of integrated local strategies for sustainable development, and achieve measurable social, economic and environmental benefits. Methods : this is a demonstration project which will develop transferable processes applicable to similar regions, and to rural areas generally in the EU. The project will develop a strategic framework and test practical mechanisms for producing and implementing sustainable development strategies, based on facilitating local participation; harmonising sectoral interests; aligning policy objectives and instruments; include a full participatory strategy; area information systems based on GIS with local access; participatory baseline auditing/monitoring/indicators; training programme; transnational exchange and evaluation of processes; dissemination locally and through EU networks including CD Rom/WWW/codes of practice/manuals. Innovation: the key innovative features are : partnership and strategy alignment between public authorities; comprehensive participatory strategy testing a range of method s appropriate to environmental issues in scattered rural communities; integrated area based information systems with local access; harmonising area based strategies; environmental quality mark; trans-national evaluation of best practice. Outputs: a strategic framework and improved local capacity for implementing sustainable development; tested and documented methods for facilitating community participation; increased local awareness of sustainable development issues and approaches; agreed sustainability strategies and integrated land management plans; innovative demonstrations of integrated land management/green business/sustainable tourism; increased local employment opportunities in environmental stewardship and green business.
