Quality Assurance of Information in Marine Environment Monitoring in Europe

The Quasimeme project is in direct response to the requirements of the North Sea Task Force/Joint Monitoring Group (NSTF/JMG) of the Oslo and Paris Commission (OSPARCOM) for a fully integrated quality assurNorth Sea Task Force/Joint Monitoring Group (NSTF/JMP) of the Oslo and Paris Commission. All of the laboratories which will participate in this Quasimeme project contribute data to these monitoring programmes. The project has three essential objectives: - A Quality Assurance management programme which will develop the use of quality manuals in each laboratory. Improvement in documentation, reporting, accountability and tractability of information. - A Quality Control proficiency testing scheme which will develop into a continuous assessment initially for the mandatory determinants and subsequently the voluntary determinant. A stepwise, learning programme for inexperienced laboratories to improve performances so they may join the proficiency scheme. - A communication programme through meetings, discussion, Quasimeme bulletins to improve dissemination of information and experience. Also, communication with NSTF/JMG and the development of the pilot project beyond this programme. The programme will establish the existing quality of measurement of the key marine laboratories who present data to these marine monitoring programmes through an initial questionnaire and intensive, detailed intercomparison for chlorobiphenyls, trace metals and nutrients. Each laboratory will be assessed and give a score according to ISO guidelines. Satisfactory laboratories will begin a long-term proficiency testing programme while laboratories with analytical problems will begin a learning programme to aid improvement of performance. In additional to the AQA/AQC a quality management programme will be started to improve the laboratory documentation and quality manuals, methods of reporting and validation of information Achievements : Developed a broad based Marine Chemistry Network in Europe which is now extending worldwide on a "self-financing" basis. Provided a comprehensive knowledge of the quality of chemical measurements in the marine environment. Provided more appropriate test materials: - stabilized cold water for nutrient analysis - wet homogenized biological tissue - broad range of sediment types Clear identification of the "problem" determinands - low levels of ammonia and phosphate in sea water - lead in biota
