Tipping the balance towards primary health care

Objective

To identify and evaluate some potentially relevant and effective organizational models and mechanisms that may contribute to 'tipping the balance' towards improved provision of primary health care.
The project 'Tipping the Balance (TTB) Towards Primary Health Care (PHC)' was set up in order to identify and evaluate some potentially relevant and effective organizational models and mechanisms that may contribute to 'tipping the balance' towards improved provision of primary health care. Other areas of research involved:
describing current levels of organization and management of local and district based PHC services;
promoting the development of locally based research;
promoting the development of an European network of PHC district based researchers.

15 local and district health services teams fromthe participating countries collaborated to achieve the objectives. 21 case studies were developed in 3 interlinked areas; decentralization of PHC; indicators for resource allocation and monitoring in PHC; and community participation and skills development of PHC workers.

As well as improving primary health care the project has integrated health research and practice at the European level. Based on the preliminary work done, the network of about 50 district based researchers is now pursuing the work of evaluating and developing primary health care in Europe.
This Project aimed at studying particular aspects of Primary Health Care. The specific objectives were:

1. to describe current levels of organization and management of local/district-based primary health care services and to provide a set of commonly accepted definitions about PHC;
2. to clarify and evaluate, according to their stage of development, some potentially relevant and effective organizational models and mechanisms that may contribute to 'tipping the balance' towards improved provision of primary health care, by conducting experimental studies in three key linked areas: decentralization of primary health care; indicators for resource allocation and monitoring in primary health care; and community participation and new interactive skills for PHC workers;
3. to promote the development of locally-based research by studying local relevant issues with adequate scientific support;
4. to create an European network of district-based researchers that will act beyond the time frame of the Project.
