Organising A Joint Green European Electricity Market

Objective

The basic motivation of this proposal is to significantly increase the amount and proportion of renewable energy generation and trading within EU. This would be done by EU legislation or regulation for common rules and standards for "Green Electricity" supply throughout the EU. The core objective of this proposal is to create the model ELGREEN for a EC-wide Green Power Exchange.

Moreover, two alternative sub-models of ELGREEN are designed:
(i) a trade market in addition to the three major national strategies now followed by the EU member state (feed-in tariffs, tradable certificates and green pricing, bidding),
(ii) a fully open market replacing the existing national strategies.

The ultimate goal is to make the national incentive systems compatible and to develop action plans for practical implementation for both sub-models of ELGREEN to ensure a EC-wide market for Green Electricity.
