Preliminary study: Methodology and tools for the collection of data on telematic systems for rural areas

Objectif

The objectives of this preliminary project, are to:

- Develop of a way of categorising data relevant to telematics systems, applications, and rural area characteristics, involving definition of source data, interpretation, identification of information lack, and usage of the information.
- Define of a methodology, which is practical and usable by ORA projects to plan, collect and structure their data capture activities.
- Define overall requirements and specifications for a rural telematics database to be developed in ORA actions.

Technical approach

The preliminary study will last for the first 6 months of 1992. It is structured into 2 phases each occupying approximately 3 months.

Through a process of consensus building with the main related ORA projects, the study will develop recommendations which are both meaningful and usable by the projects.

In the first 3 months, the main work will concentrate on definition of the scope and a structure for classifying the very diverse range and types of information of interest. This will lead to a first specification of the structure and content of the information which should be captured, together with initial views on practical collection methods and measures for overcoming, or minimising the effects of data which is simply not available (i.e. has not been considered in the past, and/or is not addressed by current activities), or which is available but not accessible for practical reasons (such as data at unsuitable aggregation or resolution levels).

During this period, there will be extensive discussion with R&D projects already identified as having key relationships with the work (see below).

Preliminary discussion and work on the definition of a methodology and database requirements and structure will also be conducted during this period.

- The study will ensure as far as possible a consensus with the concerned R&D projects, and will be preemptive and pro-active.
- The definition of information and structure will not be useful unless the practicability of collecting, storing and using the information has also been addressed in parallel.

During the second 3 month period, the project will:

- Define in more detail, practical and usable methods and tools for collecting the necessary information, in conjuction with those R&D projects primarily concerned with these tasks.
- Develop a database schema at the logical level, which reflects both the result of the first phase and the expected users and uses of the database, in conjunction with the R&D projects mainly concerned with database development.

Key Issues

The key issue for the project is establishing the basis for an information base which enjoys reasonable acceptance of as many relevant ORA projects as possible together with the necessary scope to satisfy the programme objectives.

Relationship to other projects and actions

The project will liaise closely with those projects addressing area II tasks:

Close links with the accompanying preliminary study on "Typology of rural areas" will be developed in order to share opinion on rural area characteristics of importance to both projects and to minimise any chance of duplication.

The study will also work with the ANAGO project on data definition, scope and structuring, and with both the RUDA and MEDORA projects on aspects of database architecture/definition and logical design.

Cooperation with the BIRD project is also foreseen in order to ensure that telecommunication infrastructure information is also included.
