Axes de recherche pour l'elaboration de nouveaux outils et modèles permettant d'évaluer la contribution de l'aquaculture et de la pêche au développement

Objetivo

The first objective of the project AXES was to carry out a synthesis of the various methods currently available and reported in the literature and to evaluate the socio-economic contributions of fisheries and aquaculture activities to regional development. Although the report reviews a large number of different methods or instruments, particular emphasis is given to the methods derived from Input-Output (I-O) tables approach and its extension, the Computable General Equilibrium (CGE) model. This is because I-O tables have been the prime tools used to carry out the most recent studies in Europe (COWI 1997, MegaPesca 1999) and they appear therefore to be directly relevant to the AM main objective. On a more fundamental basis, the literature review shows that I-O and CGE models are also the reference tools suggested in peer-reviewed journals and used by international development agencies (World Bank, OCDE, etc) to evaluate the impacts of policies on economic sectors, industries, or specific geographic areas (countries, regions).
The second objective of AXES was to draw upon these various documents in order to identify research orientations that may lead to the development of new methodologies and tools pertinent for:
The evaluation of the socio-economic contributions of fisheries and aquaculture activities within coastal regions; and The evaluation of the interrelationships of these activities with components of other economic sectors in the region considered.

The Accompanying Measure AXES is a contribution towards the evaluation of the role of fisheries and aquaculture activities within the economies of the regions where structural measures may be implemented.
Chronologically this Accompanying Measure (AM) follows a series of studies commissioned by the EU, which were aimed at evaluating the importance of fisheries activities in Member States.
In 1992, at the request of DG Fisheries, the implementation of a series of socio-economic and regional studies of the fisheries sector (DG Fisheries 1992);
In 1995, the workshop ""Comparison and harmonisation of the methodologies for the analysis of the economic effects induced by the fishing activities"" held in Rennes, France (Boude ed. 1996);
In 1997, at the request of DG Fisheries the development and the application of an Input-Output based model by COWI to measure the impact of fishing industries on the local employment level in three Member States (COWI 1997);
In 1999, at the request of DG Fisheries, the implementation of a series of 22 regional socio-economic studies in the Member States on employment and the level of dependency of the coastal regions (DG Fisheries 2000);
In 1999, in relation to the regional socio-economic studies mentioned above, the DG Fisheries also commissioned a Coordination and Consolidation study to manage the methodological aspects and collate the results (MegaPesca 1999).

This final report presents the state of the art methods, original contributions from key scientists, and possible avenues of research to obtain a better grasp of the contribution of fisheries and aquaculture to regional development of coastal areas.
