Analysing the impact of health system change in the eu member states (IMPACT)

Objective

Policy makers in all of the EU countries are concerned with the issues of equity in the financing, access and outcomes of health care; locative efficiency across the public sector generally and the health services specifically; technical efficiency within the health sector; purchaser and provider accountability and responsiveness; and the relative contribution of health care to health, as compared to other health determinants. Policy makers have made changes to the health systems in all of the EU countries, with the intention of generating improvements in relation to the issues listed above. However, there has not been systematic comparative study of the effects of these changes across the EUcountries. We propose to establish a European research team to undertake systematic analysis of the health sector changes implemented in the EU countries over the last ten years, in an analytical research framework.
