Evaluating financing of forestry in europe

Objective

Many countries have been reforming their forest policies in order to respond to the requirements of economical, ecological and social sustainability. Consequently, policy targets have become more complex compared with the past situation. In addition, the Community Measures have increased their relevance in forestry. With this project proposal, we are aiming to enforce the emphasis on evaluation research of forestry funding in EU and EFTA countries, and in selected Countries in Transition (CIT). The public intervention costs in a common and normalised basis will be estimated to allow for regional comparisons. The effectiveness, efficiency and equity of alternative public financing programs will be also assessed. The results will increase understanding and transparency of government actions in forestry, provide information for designing public policies in forestry and decrease the social costs by establishing policy reorientations in order to avoid intervention failures. Further, the CIT will have access to research based tools for reforming their forestry sectors.
