Advanced Communications for Local Authorities in Rural Areas

Objectif

The main objective of ACLARA is to set up and carry out an Advanced Communication Experiment (ACE) to support the administration of local authorities in rural areas. The project has been designed in such a way that, on the one hand, the benefits and impact on social, economic and cultural development following the introduction of Integrated Broadband Communications can be evaluated, and on the other, the results can be easily transferred to other local authorities in rural areas.
An advanced communication experiment has been set up to support the administration of local authorities in rural areas. it has been designed in such a way that, on the one hand, the benefits and impact on social, economic and cultural development following the introduction of integrated broadband communications can be evaluated, and on the other, the results can be easily transferred to other local authorities in rural areas. User requirements have been analysed for 2 communities. For them, the communication model can be represented by 3 layers:
internal communication within the administration;
regional communications between the administration and residents and business;
external communications between administrations of different regions.
The main results concern the needs for solutions supporting the development plan for the region in the case of internal communications, a provision plan for residents and business in the case of regional communications and project management about tourist matters in the case of external communications. Hardware and software allowing videoconferencing and coworking have been selected and tested through Euro-integrated services digital network (Euro-ISDN) in order to prepare the pilots to come.
Technical Approach

Trials will be carried out in three rural communities in Europe. These include the specification and implementation of pilot applications for public and business sector administration. Specific applications will be of the following generic type:

- Interpersonal communications.
- Multimedia interpersonal messaging.
- Distributed Collaborative decision
- Distributed case handling.

In a first step, the experiments are set up within the communities, and, in a second step, between them. Where possible, implementation is done by selection and application of available hardware and software to minimise the adaptation and development effort. The results of running the ACE are be evaluated under the following considerations: user acceptance, social, economic and cultural benefits, and technical and techno-economic adequacy. The results of the evaluation process will be disseminated to all relevant parties to support the development of introduction strategies of IBC for rural areas. A transferable Advanced Communications scenario for other rural local authorities in Europe will ultimately be defined.

Expected Impact

Inside the communities, the project created the awareness of the possibilities video communications can provide in order to accelerate daily administrative work and to gain time, money and other profits (cultural, social for example). The expected impacts of the project are related to changing these possibilities into reality.
