Objective
- To adopt/enhance suitable methodologies for the verification and management of Quality of Service (QoS).
- To adopt/improve the capabilities of management tools in order to support total quality management and testing.
- To build a testing environment consisting of an IBC island and a multimedia application running on it.
- To apply and validate the total quality management system in this environment.
A project has been set up to adopt/enhance suitable methodologies for the verification and management of quality of service (QoS), and in particular to produce a prototype system. A testing environment has been created, consisting of a set of broadband islands interconnected through asynchronous transmission mode (ATM) links with multimedia applications running on this infrastructure. An existing management platform has been integrated and is being enhanced to support the QoS management services. To ensure that the project acts in cohesion with others, consensus has been sought with projects working in the QoS, management, verification and application areas. The project has identified requirements specific to QoS management and the performance parameters to be measured. Methodologies have been specified for performance parameter measurement and QoS assessment for the service provider and the user, taking into account a multiservice environment. A specific case study has been defined specifying a generic system control architecture, based on telecommunication management network (TMN) principles and QoS management. To validate the specified principles a prototype system is being built integrating a TMN system, a real ATM based network and a multimedia application
Technical Approach
The key approach of the project is to enhance existing methodologies and exploit/adapt verification tools in the area of QoS in order to produce a prototype system.
To verify the validity of such a framework TOMQAT has already set up a testing environment, consisting of a set of broadband islands interconnected through ATM links with multimedia applications running on this infrastructure. An existing management platform has been integrated and is being enhanced to support the QoS management services. Measurement equipment will be employed to test the robustness of the QoS prediction mechanisms that the project develops. Finally demonstrations will be performed using the selected applications and the experience gained will be used for future work.
To ensure that the project acts in cohesion with RACE overall, consensus has been sought with projects working in the QoS, management, verification and application areas.
Input will be provided to the CFS and standardisation bodies (ITU-T, ETSI) on QoS verification and management, by contributing to relevant technical committees and providing feedback from the experience gained during the development cycle. TOMQAT develops prototypes for network performance monitoring and QoS measurements, implements an enhanced QoS assessment methodology and reports on their application to a selected network.
The project also addresses parts of tasks such as terminal emulation, network management and performance measurements, testbed integration and interworking.

Identification of the position of performance management in the context of the overall total quality management; extension of the services of a basic management platform to achieve QoS management capabilities.
Expected Impact
TOMQAT will contribute in the field of QoS verification and service management protocols in line with the RACE objective to prepare for the introduction of integrated broadband communications taking into account the evolving ISDN and national introduction strategies progressing to Community wide services by 1995.
