NON-DESTRUCTIVE EVALUATION FOR THE PRE-INSTALLATION ASSESSMENT AND IN-SITU INSPECTION OF WOODEN TRANSMISSION POLES

Objective

Several techniques were identified for assessing the strength and conditio of poles at various stages of their lives and with varying costs and degrees of accuracy. All of these, however, are prototype techniques, and will require further development if they are to become operational systems. The techniques to be developed further depend upon funding and how potential sponsors of the work view the benefits to be gained.

Based on the prototype systems, costs for maintaining overhead lines can be reduced by preventing low strength poles from entering into service, thereby increasing overall line reliability and reducing failures; and by accurately assessing the strength and condition of in situ poles, thus reducing the number of both decaying poles left in service and of sound poles that are replaced prematurely.
THE FEASIBILITY STUDY PRIOR TO THIS PROJECT IDENTIFIED THE ANNUAL COSTS OF INSPECTING WOODEN TRANSMISSION POLES IN THE EEC AS 150 MILLION ECU. WITH THE CONTINUED USE OF WOODEN POLES ASSURED, RELIABLE AND ACCURATE NON-DESTRUCTIVE METHODS TO ASSESS THE CONDITION AND PREDICT THE STRENGTH PROPERTIES OF POLES ARE ESSENTIAL IF UNEXPECTED FAILURES ARE TO BE PREVENTED, AND FEWER POLES ARE TO BE PREMATURELY REPLACED. THE MAIN OBJECTIVE OF THE PROPOSED RESEARCH IS TO ENABLE SIGNIFICANT REDUCTIONS IN THE COST OF MAINTAINING OVERHEAD LINE SYSTEMS TO BE MADE, BY DEVELOPING PROTOTYPE DEVICES FOR THE IMPROVED PREDICTION OF THE STRENGTH OF NEW AND IN-SITU POLES.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
