Harmonisation of air quality measurements for important atmospheric pullutants in Europe

Objectif

The Air Quality Framework Directive implies that the Member States carry out an increasing number of air quality measurements, particularly in urban environments. This Framework Directive will spawn more specific 'daughter' directives for selected atmospheric pollutants. The EC Joint Research Centre (JRC) at Ispra will have responsibility for auditing and ensuring that all the results supplied to the Commission and to the European Environmental Agency are internationally consistent and accurate. One important aspect of this will be the international comparability and accuracy of calibration standards used by each country to provide traceability for network measurements.

The objectives of this project are:
1. To develop the methodology whereby internationally accepted calibration gas standards can be produced and certified in concentration so as to promote widespread uniformity and accuracy of air quality measurements throughout Europe.
2. To demonstrate the equivalence of different 'primary' methods available in different member states for providing traceable calibrations of air quality measurements.
3. To develop improved gas cylinder surface passivation treatments.
4. To provide technology transfer, in order to promote improved measurements in member states where the air quality measurement infrastructure is not yet fully mature.
The first intercomparison has been completed and the resasons for discrepacies of > 1 % have been examined. It was found that, for ppm levels of CO, using air or N2 as a balance gas makes 1,5 % difference in measured CO concentration using gas filter correlation NDIR. Problems related to stability of the mixtures in treated cylinders were encountered for SO2 and NO2. The cause of minor discrepancies for NO and substantial discrepancies for benzene are still being investigated.
A consortium of metrological laboratories from seven countries, together with two commercial gas companies, will organise and conduct two international intercomparison excercises. Initially, the commercial gas companies will prepare calibration gas mixtures of CO, NO, NO2, SO2 and C6H6 in high pressure cylinders. In the first intercomparison selected metrological laboratories will then assess the level of agreement between concentration values obtained for the gas mixtures in the cylinders using a range of 'primary' methods. In the second intercomparison, a target level of agreement of ( 1% should be demonstrated. In addition other national institutes responsible for quality assurance / calibration of national networks within EC countries will be involved in this second intercomparison. The knowledge obtained during the project will be disseminated to all those involved in national networks through an international workshop and by written protocols.
