European testing and assessment of comparability of on-line sensors/analysers

Objectif

In order to support the protection of the environment there is an urgent need for improvement of comparability, reliability and quality of measurements obtained from in situ on-line sensors/analysers used to determine the composition and flow of effluents from wastewater treatment plants and industries. Users cannot check and compare different products before purchase without individually completing costly experimental trials and so the number of potential users is restricted. Furthermore, there are no standardised procedures to provide users and regulators with acceptable and robust validation of compliance data. As a result, the widespread adoption of systems is limited and the benefits of this in terms of more efficient and effective pollution control are lost. Moreover, the instrumentation industry does not have any standard to develop systems to, and so on the one hand is unable to properly define its development costs and on the other hand has no means of independently demonstrating that its products are "fit for purpose" in the European market.

The overall objective is to carry out a pre-normative research work in order allow future standardisation of in situ on-line measurements of water quality determinands such as ammonium, nitrate, phosphate, BOD, COD and TOC. The ultimate objectives are:
1) The development of a draft test protocol for validation of the performance of in situ on-line sensors/analysers to guarantee comparability of results.
2) Practical testing of the draft test protocol to access its applicability to provide a final test protocol.
3) Widespread dissemination and exploitation to achieve acceptance of the final test protocol by producers/suppliers, industrial end-users and relevant authorities to assist its early adoption as an agreed European standard.
The project follows the plan - a review of existing experience has been carried out, actors have been identified and a project newsletter has been launched. The first draft of the test protocol is nearly finished which is alo the case for the classification of the different types of sensors/analysers to be covered by the test protocol.
In order to meet the objectives a 3-phased approach is used. Phase 1 includes the development of a draft test protocol based on existing experience and the identification of the sensors/analysers to be used in the test work. Furthermore, phase 1 also includes identification of the possible actors (users, producers, laboratories) and the start of the information dissemination to these (project newsletter). Phase 2 consists of the tests (laboratory as well as field tests) and workshops with the actors in order to get an early dialogue concerning the methods used in the protocol. Phase 3 concentrates on information dissemination of the results obtained and the writing of the final test protocol including responses and comments achieved on conferences/workshops and the project newsletter.
