STRAW IN BOILERS

Objetivo

Initially, the objective of regional energy planning in Denmark was to encourage improvements in the energy supplies in order to meet heating needs. Since 79, a whole legal/administrative framework has been used to promote the installation of collective heating systems at urban and local levels. It was in this setting that the district of Storstroem dealt with the energy problem in 85. The region's needs in relation to heating alone amount to 38% of consumption.
The approach was extended to all aspects of energy consumption, in other words electricity generation, the supply of energy for industry and the needs of the transport sector. The local authorities wish to include the development of energy supplies in the general strategy desired by the region. The following priorities can be mentioned :
- improvement in the employment situation
- environmental protection, especially by decreasing the predominance of oil and coal use in favour of non-polluting and/or renewable energy sources.
The "heating plan" stage
In the first approach (local collective heating system), regional planning efforts were concentrated on the search for alternatives provided by local resources and particularly very abundant fuels such as straw.
This first phase came into being with a precise plan centred around various objectives : the creation of new heating systems using straw as a fuel, the conversion of existing systems using fuel oil, the use of surplus industrial heat and the incineration of waste.
"Plan 2000"
On the basis of the consumption trends and projections established, an action plan for the year 2000 was drawn up taking into account environmental impact, employment and energy dependence. The priorities concerned renewable energy sources and the increasing attention to be given to environmentally friendly natural gas replacing oil and coal. The technological solutions proposed for the four main aspects of regional energy consumption included :
- heating : use of local energy(co-generation, straw, solar power, biogas, briquettes), insulation and supply of natural gas to the southern part of the district not yet linked to the network;
- energy generation: development of wind power and conversion of generating stations to natural gas;
- transport : introduction of electrical vehicles, use of ethanol as a substitute for oil, promotion of public transport system;
- industry : introduction of natural gas as an industrial fuel, promotion of energy savings.
The following objectives form part of the expected consequences of implementing this plan :
- reduction in atmospheric pollution : decrease in SO2 (50%), NOx (40%) and particles (32%).
- increase in employment of some 7,000 people per year;
- renewable energy must increase from 9% to 17% of coverage of final energy demands.
Moreover, the regional authorities have already introduced financing mechanisms and consultancy structures to enable the Plan to be implemented. Finally, it should be pointed out thatthis regional energy plan has already been used ofr assessments in other Danish districts, and the experience acquired has been exchanged with other EC regions (eg. Cyclades, Cornwall).
SITUATION AND SCENARIOS
The search for information on energy demand in the various economic sectors either from local or national sources provided an energy balance. Bearing in mind the current supply structure and the renewable energy potential, a reference scenario was then established on the basis of which alternatives may be proposed in relation to three main options :
* environmental protection
* employment
* energy independence.
Each one of the scenarios thus identified was turned into an energy flow chart, and its impact assessed.
