A DATABASE AND SOME TOOLS

Objective

With the gradual closing of the last coal mines in Limburg, the only natural fossil energy resource of the region, the energy situation is characterised by an almost total dependence on outside supply. At the level of final consumption, industry represents 43% of demand, domestic use 25%, and transport 22%.
The programme for analyzing the energy situation, drawn up at the request of the regional authorities, has centred on two principal objectives :
* the establishment of a detailed energy balance for the region, aimed at providing a better knowledge of final energy consumption by sector of activity;
* the formulation of concrete structures for local energy planning.
DATA BASE
The energy data base for Flanders presently covers 93% of energy use in the region:
* taking into account the data used by the ten-yearly census, the residential sector is completely covered;
* in the industrial sector, the data gathered covers 95% of the total industrial use;
* in the service sector, however, coverage is only 55%.
This base has made it possible not only to establish a balance of regional energy demand, but also to proceed with various studies (sectorial energy analyses, simulation of possible substitution between energy vectors, evaluation of discharges, market potential for energy saving products, etc).
METHODOLOGICAL TOOLS
Modelling : research has focused on computerised tools for analyzing and forecasting energy demand in the residential sector. A model for industry is also currently being developed.
Co-generation : both computer simulation programmes and models are available for optimizing investment in heat distribution systems.
Case study : this has been developed for planning the energy requirements of the urban community in the industrial centre of Hoboken.
Moreover, these studies have also had a more indirect impact, in particular in the area of tariffs and regulation for independent energy producers, the question of co-production, environmental planning, and the regional debate on the organization of the energy sector with a view to Europe 1992, etc.
As official statistics on energy flows were not available at the Flemish regional level, a major effort had first of all to be made, to collect, verify and harmonise data, using a "bottom-up" method. This work has also enabled a broad database to be built up since 1984, which serves as a reference year.
The second task was to develop the methodological tools needed for local energy planning and to prepare a case study for demonstration purposes.
