ADVANCED RISK MANAGEMENT SYSTEM

Objective

The purpose of this project is to ASSIST the Operator of an in-service offshore platform to keep an acceptable level of SAFETY thanks to an on-line RISK ASSESSMENT and the MANAGEMENT of abnormal situations and unplanned modifications.
This project will take benefit of transfer of techniques used in nuclear industry. An expert system approach will allow to consider the human factor as part of the risk assessment, risk management and decision process.
We elaborated the specification of experimental system. We took two examples : the Fire Safety System Integrity and the structural repair after storm-induced damage. The techniques used are a combination of probabilistic belief networks, expert system and decision analysis technologies.
ARMS is an Advanced Risk Management System, the mission of which is to give information on risk level and causes analysis.
ARMS will fulfill two main functions:
- on-line assessment of the installation
- management of abnormal situations and unplanned modifications.
With this aim in view, the System is connected on-line to the existing safety and control systems of the platform and possible additional instrumentation.
Risk assessment and management is based on an integrated modelization of:
- P & ID's - Safety Systems
- Risk analyses Studies
- Regulations
- Expertise
- Maintenance procedures
- Etc...
In case of planned event within the modelization, ARMS will react by running an algorithmic risk assessment software.
In case of situations unplanned within the modelization, ARMS will activate a risk management expert system module. Operators will have the possibility to run simulations off-line of incident, maintenance and modification scenario.
Results of above analyses are displayed to the operator using synthetic views designed for decisional purpose. Logging of all detected anomalies, assessment and actions will be possible through a black box.
ARMS will allow and centralize the management of maintenance operations from the safety point of view.
Following features of ARMS will be focused on:
- Updating : ARMS will have capacity to be quickly updated in case of approved modifications of the installation.
- Transportability : ARMS will adapt to different platform configurations.
- RAMS : Reliability
Availability
Maintenability
Security.

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Call for proposal

Procedure for inviting applicants to submit project proposals, with the aim of receiving EU funding.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
