ENERGY SAVING THROUGH INTEGRATED MANAGEMENT OF TRAFFIC

Objective

The project has the purpose of decreasing energy consumption due to traffic, and as consequence air and noise emissions, through traffic fluidisation and its reduction because of increased operativity, efficiency and attractiveness of public transport and of creation of pedestrian areas. In any case, the quantity of moving vehicles and their driving conditions will be proportioned to a limit environmental capacity.
The system objectives are in summary :
- the definition of a limit environmental capacity in order to reduce impacts
- the realization of a series of functions capable of controlling public and private vehicle flows in relationship with this limit capacity.
It is foreseen a decrease of gaseous emissions of the order of 50% in respect with the present situation and a reduction of private traffic in favour of public transport of at least 10% per year. The consequent saving is estimated in 76,680,000 km veic/yr, implying a saving in economical terms of about 1,5 Billion Liras.
As of this time, it does not exists operational experience for the REGIT system within Terni urban environment. Module EM2 (Mobility Environment Simulation) has been applied off-line to the Terni System with actual data updating. Module EM1 is still in the Test and Calibration phase (sensor data are made available through files).
The REGIT Project aims at an optimized management of traffic in terms of : energy saving, environmental impact reduction, traffic fluidification, more efficient public transport laking into account at the same time information and criteria tield to these four main sectors, usually handled separately :
- territory and physical environment
- public transport system
- private transport
- social environment.
The core of the project is the maximum valorization of the potential synergies between the different information sources. The system functions are in essence :
- automatic localisation, monitoring and scheduling of transport vehicles;
- management of on-call bus service;
- management of public and private traffic from an operational centre, assigning priority to public transport at controlled intersections, real-time analysis of the state of the control system with indirect reconstruction through an expert system of the non controlled portion of the system;
- dynamical system foruser information;
- traffic management in relation to atmospheric pollution levels; this will be accomplished through a module that will correlate atmospheric pollution and noise levels (effects) with volume and quality of traffic (causes), distinguishing the latter from other causes; the impact will be evaluated through diffusion in areas different from those of origin in order to assure a decision support (in real-time or in different time) concerning situations considered at risk.
