INTEGRATED REGIONAL DEVELOPMENT SUPPORT SYSTEM

Objectif

The aim of IRDSS is an integrated set of telematics applications for isolated under-privileged communities to develop their full potential through network links to more central regional economies. Inter-regional economic cooperation will be based on downward decentralisation of work and services to these marginalised localities. The core technology will act as a base for thematic modules accessed via public user-friendly multimedia kiosks, or from home on the Internet. The project is expected to boost effective economic planning, interregional business activity and improved regional government for urban and local communities.

The aim of the project is to provide an integrated set of telematic applications that will enable geographically, economically and socially marginalised communities and groups to develop the full potential of their areas, and to help connect their economies to those of more central regions and to the emerging Information Society.

The specific objectives of the proposal are to:

- Begin to build the telematic tools to empower local communities to construct a physical, economic, environmental and social model of their localities.

- Construct a framework for the decentralisation of work and distribution of services from regional to local level.

- Lay the telematic foundations for the economic and developmental interaction of geographically distant localities and regions in the future.

The users targeted by this project fall into two groups, ie,

- Local community/development groups, businesses and citizens

- Regional Administrators

Both of these groups have separate but complimentary needs.

The core technology used in the proposed application is Geographic Information Systems (GIS). This will act as a base upon which a number of key thematic modules will be overlaid. These modules will enable local communities and individuals to interact with and influence key aspects of their environment. The modules are:-

- Spatial development

- Business and Tourism

- Socio-Economic Profile

- Environmental Information

Access to the modules will be provided by user friendly multimedia kiosks in public areas such as libraries, community centres and local government offices. Individual citizens who have access to a computer and an Internet connection will be able to access the systems from their own homes. Usability of the system will be paramount as many of the target users may have little computer literacy.

Deployment of the system in a locality and region will have the following impacts:

- It will enhance the efficiency and cost effectiveness of the planning process.

- Marginalised communities will use the application to help do business with neighbouring, crossborder and distant localities and regions

- Local communities will use the application to compare their development plans with neighbouring, crossborder and non-adjoining communities and regions.

- The provision of services from regional government to urban and local communities will be improved.

- Marginalised groups, both geographically and socially, will have an opportunity to be included in the development process

- It will provide a mechanism for the decentralisation of work to the local level and for improving the participation of local groups in regional government.

- Users will have an opportunity to develop teleworking skills

- The development of business ideas will be facilitated

There will be a flow of information and ideas among disparate European regions, central and peripheral, rural and urban.
