MULTILINGUAL URBAN NETWORK FOR THE INTEGRATION OF CITY PLANNERS AND INVOLVED LOCAL ACTORS

Objective

MUNICIPIA intends to create an interactive multilingual telematics network for cooperation between European, national and local authorities on urban and regional problems. To this end, it will launch an evaluation programme to determine how such a network might best exploit World Wide Web Internet services. Among additional supporting objectives are the transfer of know-how to ensure the links required and local service availability to maximise their benefits. The project will also boost Internet business activity through publicity for local products and services, electronic advertising and similar activities.

The principal objective of the project is to create an interactive telematic value added network, called MUNICIPIA, based on the Internet World Wide Web in a multilingual and user-friendliness context to foster improved dialogue and exchange of experiences between European, National and Local authorities and others local key actors on issues related to solving urban and regional problems through the use of telematic applications.

The project aims at establishing the necessary connections to the World-Wide-Web and its associated Internet services (file transfer, multimedia e-mail and information searching) and stimulating in particular the use of these Internet applications among key European urban and regional planning actors.

An important second main objective is to identify the conditions for successful exploitation of Internet services in such regions, through a programme of evaluation centred on the experiences and opinions of the "Urban and Regional Networks" involving local authorities, and other key actors, already connected with the partners of the project. The project is to engage at least 5-10 cities and/or regions in each of the 3 countries involved.

To achieve these goals, several supporting objectives must also be achieved:

- Transfer of know-how (technical and application to business), to ensure that appropriate connectivity is available and that local actors become accustomed to the Internet and the benefits of WWW.

- Raising awareness of the potential of WWW in order to maximise the benefits, through direct involvement by business and through specific activities - training programmes, workshops at regional/local level, exchange of staff between supporting organisations.

- Establishing service availability at local points of presence to ensure that local key actors can take the benefit from connectivity. In some instances, this will include actual installation of hardware and software.

- Stimulating commercial activity (business use of multimedia e-mail, electronic marketing and trading, information searching and dissemination) over the Internet by providing services to support distribution of information about various local products and services, electronic advertising and ordering/selling, and efficient indexing and searching for items of interest.
