TELEMATICS SERVICES FOR ISLANDS

Objectif

The role of telematics in promoting the quality of life for isolated island communities in Europe will be the focus of TELE-INSULA. Project analysis of community needs will cover services such as health, transport and training. An embryonic island services network will enable pooling of user experience and practical work with telematics tools. Applications for a fully-fledged network will be identified and some of them validated and tested for economy and acceptability. Computer conferencing and kiosk systems will be among the technologies considered by the project which seeks to improve links between islands and the larger economic systems to which they belong.

Islands populations live their life isolated from the larger communities to which they belong. The Tele-insula Partners believe that telematics can help to break this isolation. The aim of the Project is therefore to identify practical ways in which telematics can contribute to the quality of island life.

The Project will analyze the general needs of island communities and the specific needs of the six islands or archipelagoes partipating in the Project. Special attention will be paid to the fields of administratative services, health, tourism, transport, training and tele-work. An embryonic European Island Services Network will be created, allowing the pooling of user experience and giving decision-makers experience in the use of telematics tools.

On the basis of the needs analysis the Project will identify and specify a range of services to be implemented in a future full-scale network. A subset of these services will be taken to the validation stage (verification and demonstration). Each service selected for validation will be tested in at least one community. The technology used will be based on standards widely available on the market World Wide Web(WWW), kiosk technology, desktop videoconferencing, computer conferencing. Functional specifications will be developed in close collaboration between island communities and (usually local) service providers.

The validation phase will make it possible to measure the cost-effectiveness and user acceptability of the individual services provided. They are designed as an essential preparation for service implementation. At the same time they will provide valuable experience prior to the validation of other services not included within the scope of this Project.

On the basis of the results of the validation the Partners will prepare a preliminary Exploitation Plan covering technical, organisational, financial aspects of the transition to a fully operational service.
