2 4 MW PLOUYE WIND FARM IN WESTERN CENTER BRITTANY

Objetivo

The aim of the project is to develop a 2.4 MW wind farm connected to the EDF grid in the rural area of Plouye in Western Center Brittany (France), facing huge demographic and economic difficulties. This project will demonstrate the controlability of small wind farm consisting of four Tacke 600 kW stall-controlled, asynchronous generator driven wind turbines in weak grid conditions using special enhancements in software (controller software and grid observing load management) and hardware (generator slip, load managed capacitor bank) and prove the feasability of connection and enhancement of the weak grid situation of wind farms even in remote rural areas, away from the main grid. The results can be instantly adapted by and applied for numerous projects worldwide that suffer from weak grids.

The wind farm will be installed in Plouye, a rural community of Center Brittany. The site is located at the top of a hill with an altitude of 210 m. The grid is locally weak and the wind farm will be connected to this grid through a special system designed for weak grid connection. The project consists in 4 wind turbines of 600 kW rated power placed in a line at the top of a hill, in front of dominant winds. The wind farm project will be integrated in a general energy presentation tour of energy systems together with the existing hydraulic and fuel power station and the oldest french nuclear power station of Brennilis, now out of order. Plouye is a village of Center Brittany (Finistere). An other well-known community is Brennilis with, historically, the first nuclear power station in France. The district of Yeun Ellez is equipped with different power stations such as hydraulic and fuel power stations. The overall landscape is hilly and smooth. The site is located at the top of a hill of about 220 meters. The nearest houses are at a distance of 450 meters. Wind measurements are in progress on the site of Plouye since March 1995. The results of correlations made between the 3 stations and the site of Plouye and extrapolations on a 10 years period (1986-1995) are: V = 6.03 m/s at 30 m with a correlation factor of 0.74 using Quimper (6732 1 hour/data compared). The wind shear coefficient is calculated to 0.24 giving a mean wind speed at 50 m of 7.09 m/s.
THE PROPOSED WIND FARM
The size is chosen at 2.4 MW, with 4 wind turbines of Tacke 600 kW rated power each.

* due to high environmental sensibility in Brittany, the size of a first project has to be low in order to convince people about integration of wind energy
* Iocally, the grid can be considered as weak
This turbine is a proven technology and has a number of references. The layout of the wind farm relies on the following parameters: Disposition: in a line.
Distance between wind turbines: 5 diameters (i.e. 210 m) in the N-W/S-E direction.
Distance from the limit of the road: 50 meters
Distance from the nearest house: 400 meters
The calculated noise level due to the wind farm at the nearest house Kerarnou is 36.5 dBA, assuming 98.6 dBA source noise level. GRID CONNECTION
The region of Plouye is rural and the power delivered by the grid is quite low. The local 20 kV (HTA) grid is fed through the substation of Saint-Herbot and supplies the whole region of Plouye. The maximum electricity demand of Plouye is about 1.5 MVA. For the entire substation, the maximum load is about 9 MVA and the minimum, in Summer, about 6 MVA. The voltage is 20 kV. Due to the low level of the local demand in this rural area, there is a risk to feed back the 63 kW (HTB) main line where the tariff is much lower. So the grid connection is designed with a "Weak Grid Connection System".
