AN ENVIRONMENTALLY ACCEPTABLE 4 MW WINDFARM IN CORNWALL WITH NO NEED OF ACCESS ROAD

Objective

The project is to install a windfarm of ten wind turbine generators on farmland at Delabole in North Cornwall, through the installation has now been transferred to , Mid Wales.
The objectives of the project are to demonstrate that :
i) a windfarm can be designed to be placed in an area of great landscape value in such a manner that it is acceptable environmentally and agriculturally.
ii) a windfarm can be erected and operated successfully on a site without site access roads.
iii) placing the wind turbines can minimise the land use of the windfarm.
iv) a windfarm can be constructed more cheaply, yet still be operated effectively without the use of site roads and hence the cost of electricity reduced.
Wind turbines can be operated and maintained to produce electricity cost effectively on an exposed hill top site.

The windfarm will be laid out to minimise the environmental impact on what is an area of outstanding natural beauty and will consist of 24 Wind Energy Group type MS-3 wind turbines, connected to the grid, each having a rotor diameter of 33 m and a rated power of 300 kW. They will be sited to maximise energy production rather than to provide an R&D facility but an operational and performance database will be created.
The WEG type MS-3 wind turbine is an advanced technology machine with key features being two-bladed teetered rotor with full span pitch control. The blades are light weight wood epoxy and the machine has an intelligent electronic control system. The turbine has been designed for low maintenance costs and high availability over its minimum 20 year life.
The spacing of the wind turbines will be determined by local topography, with typical separations of the order of 8D being useful for array effect measurement without compromising energy production too much. The wind turbines will be sited on ridge lines where possible.
During the demonstration/assessment phase the overall performance of the windfarm will be checked against the estimated energy output by direct power measurement. Site windspeeds will be derived from the wind turbine anemometry. The reliability and availability of the machines will be closely monitored together with the costs of maintenance so that assessments can be made of the operational and maintenance costs.
