Feasibility Study for a European Energy Design Advice Scheme

Objective

The ALTENER programme is aiming to contribute to the Community target of reducing annual CO2 emissions by 180M tonnes in 2005. The UK Government has piloted an energy design advice scheme (EDAS) which will achieve 1M tonnes of CO2 savings in the UK by 2005. The results and experience of setting up this scheme can be readily transferred to Member States and East European countries. The replication of this scheme could result in CO2 savings of 6M tonnes or more across the EC. This feasibility study will expand the scope the scheme to include other renewable energy technologies appropriate to the built environment. A blueprint will be developed for a European Energy Design Advice Scheme (EURODAS). This will expand the market for the scheme and increase the potential CO2 savings. A scheme specification will be produced to enable easy replication across the EC.

This Scheme is a major initiative to offer a means of improving communications between the R&D programmes of the European Union and Member States and the building design community.

The Scheme will provide advice offered by regionally based experts to all those commissioning the design of, or designing, new build or refurbishment projects.

All eligible applicants will be offered an initial consultancy paid for by the Scheme. Dependent upon the nature of the design problem clients of the Scheme might then be offered further expert consultancy at a proportion of its commercial value.

Initial design advice will be offered via Regional Centres. Each Regional Centre will have permanent staff and associated consultants who will offer a balanced range of expertise including both energy concious design and the application of alternative energies to the built environment. Regional Centres will maintain a library of reference information for use by the Centre's staff, its attached consultants and clients. The primary function of a Regional Centre will be a source of reliable advice on low and alternative energy design in buildings.

The final report deals specifically with the feasibility of establishing new centres in Greece and Ireland and generally with providing documentation for creating centres within the EU and Member States. It also details the expansion of the existing UK Scheme to include advice on a wider range of renewable energies.
