Objective
To draw up af sustainable energy plan for the 27 islands in The Association of Small Danish Islands. The aim of this energy plan is to show how the islands can reduce their dependency on outside supplies of energy by widespread use of local CO2-neutral energy ressources, combined with energy savings. The plan will describe the financial, environmental and employment-related factors involved. It will include expected developments in energy technology by describing the situation both now and in the year 2010.
The energy plan will result in concrete plans of action for three representative islands, which will be implemented by residents once the project has been completed.
12 out of 27 islands wished to be involved directly in the project. Among these three islands are chosen. The project will be carried out in close collaboration with resident groups. For the three islands size and composition af energy consumption will be charted, as well as consumption patterns for electricity and heating. The chart will include both current conditions and conditions abourt the year 2010, and will thus indclude expectations regarding population and commercial development, including the future role of agriculture. Information about windconditions, solar radiation and biomassproduction will be collected. A number of possible sollutions will be presented for various ratios of renewable energy (including individual versus collective solutions) and energy savings. Evaluation will be carried out in collaboration with local groups of residents, who wil help prioritise the options presented for their own particular islands. The most promising solutions will be described in detail with regard to technical design, rate of espansion, supply reliability, local employment, finances, the environment etc. Plans of actions will be drawn up to realise these opportunities and potential partners and subsidies will be described. In addition, contact will be established with the authorities concerned when plans of action are to be implemented. Based on experiences gained from the three islands, guidelines will be drawn up for sustainable energy development on all 27 islands. These guidelines will be based on more general data concerning energy consumption, population structure, energy resources, etc. Potential, conseqences and barriers will all be described, and a schedule, budget and subsidy options will be presented describing extension to all 27 islands.
