LOCAL PLAN TO DEVELOP AND PROMOTE THE ENERGETIC USE OF RENEWABLE SOURCE

Objective

The aim of this project is to verify the economic suitability of the exploitation of the bimasses located in Bormida valley and in Vallescrivia valley to produce energy.
The Regional Administration of Liguria, in the frame of its Regional Energetic Plan and in conformity with Art. 5, comma 1, 2 and 3 of the National Act n. 10/91, includes a general analisis in order to provide an updated regional energetic situation, and programmed activities that lead to the individuation of energy saving objectives and of suitable projects and means for energy production by renewable sources.

Phase A - Territorial Analises.

1) General survey of the biomass available for energetic users in Liguria Region and definition of the energetic potentialities for this resource.
This step will be carried out by using ENEA's software appointed to gross evaluate the regional energetic potentials of biomass and municipal wastes and the related economics.
to performthis step in the Liguria Rregion will produce the data which will be elaborated by ENEA.
2) Territorial analisis of the interested areas, addressed to determine their characteristics related to the horography, road conditions, landscape constraints, and the agricultural, forestal and industrial structures, with the realization of some thematic maps.These data will be employed to valuate the influence of the local conditions on the management of biomass and on the real potential of the basins.This step will be carried out by Mountain Communities an Region, which will collect and elaborate the data, while ENEA will produce the thematic maps.
3) Data acquisition of the amount, type, location and seasonableness of the raw biomasses that are suitable for energetic use.This step will be carried out by Mountain Communities, which will collect the data directly on the territory by using a format appointed by ENEA, that will elabotate the data.
4) Thermo-chemical characterization of main biomass feed-stocks, such as proximate and ultimate analyses (C,H,N,O,CL,NA,K),heating values, ash content and analysis (SI,AL,FE,CA,MG,K,NA,P,S), and ash fusion (deformation, fusibility, etc.). The acquisition of these data will contribute to select the more suitable thecnology. This step will be carried out by ENEA.
5) Costs determination and problems individuation which deal with the harvesting, collection, shipping, storage and pretreatment of forestal, agricultural and agroindustrial residues.this step will be carried out by Mountain Communities, Region and ENEA.
6) Individuation of major electric and/or thermic users in the basins, determination of the users energetic requirements, in particular maximum electric and/or thermic power, and monthly average consumption of energy. This step will let to define either the energetic output (power and cogeneration) level, the tipology and the more suitable location of the plant (or plants), and will allow to estimate the economic benefits ofthe potential energetic users. This step will be carried out by Region and ENEA. For the territorial analyses (phase A) the foreseen duration is 6 months.
The start date is November 1995, the fish date is April 1996 (see Gannt Chart.)

Phase B - Biomass Use Planning

7) Analysis of national and regional on energetic and environemental topics,
8) Evaluation of results and choice of the sites for biomass power or cogeneration plants locations.
9) Choice and technical description of some energy conversion plants taking into account thermo-conversion systems, pollutant abatement systems.
10) Determination of investment costs, operative costs and benefits of energetic plants, economic analysis of the project.
11) Diffusion of the project results by editing and disseminating detailed report. All steps of the phase B will be carried out by ENEA, except the step n. 11, where REGION will be involved too.
For the Biomass Use Planning (phase B) the foreseen duration is 8 months.The start date of the phase B is May 1996, the finish date is December 1996 (see Gannt Chart).
