Objective
The objective of this project is:
to develop a guidebook with inspection and maintenance guidelines for different kind of heating appliances for the residential sector. This guidebook will be based on existing data and experiences in the European Union.
The guidebook is in the first place aimed at informing and helping the heating technicians, heating installers, chimney sweeps and energy consultants in their advising task. The guidelines therefore have a pure voluntary and informative nature.
The guidebook will treat guidelines for several types of heating installations: central oil fired boilers, central gas fired boilers (atmospheric and fan assisted). Specific attention will be paid to condensing and modulating techniques.
Task 1: Definition of the concept of the guidebook
- Definition of the general contents of the guidebook
- Definition of the application area of the guidebook; on the basis of previous experience and according to their maintenance requirements several types of heating systems will be defined (oil fired central heating, gas fired central heating, condensing boilers, modulating burners,...)
- Definition of the required data per heating type (achievable values, maintenance requirements, inspection techniques,...)
Task 2: Data gathering
Per type of heating system the available data (achievable values, maintenance requirements, inspection techniques,...) will be gathered. Several information sources will be explored:
- existing guidelines and legislations; for this information the results of SAVE-project DGXVII/4.1031/S/94-25 can be used; additional information can easily be obtained from the network of international experts established during this SAVE-project
- energy efficiency values gathered in SAVE-project DGXVII/4.1031/SA/72/96/DK (if OK with DTI?); the 'guidebook' project will therefore offer an opportunity to make use of the databases set up in other SAVE-projects.
- CEN and national standards or draft standards
- research projects focussing on on-site measurements; both VITO, DTI and TUHH have in the past already carried out several on-site measurement campaigns on flue gas losses and emissions of boiler. The results of this research can immediately be used in this SAVE-proposal.
- GCI-contacts throughout the EU.
Task 3: Composition of a draft guidebook
This is the main task of the project and consists of:
- the comparison and evaluation of the data gathered in task 2.
On the basis of this analysis common inspection guidelines will be defined per heating type. The evaluation of achievable values will as much as possible be based on available statistical on-site data, to be combined with available laboratory measurements.
The guidelines on inspection methodology will take into account the various problems on the level of end-user and heating technician (cost of the inspection, time required,...). If necessary several acceptable alternatives will be proposed, to take into account the boundery conditions that may vary from one country to another.

In addition to the guidelines, it is also necessary to define research items (eg. measurement accuracy,...) which still need to be investigated or specific problems (eg. available measurement equipment,...) which the installer may encounter.
- joining all guidelines in a draft guidebook.
The resulting guidelines will be presented in an easy-to-read and easy-to-use way for the heating technicians.
Task 4: Review of the guidebook
On the basis of an existing list of 35 experts in the different Member States, about 10 experts will be selected to review the draft guidebook on completeness, correctness, readability,...
A correction phase will take into account the remarks and suggestions of these experts.
Task 5: Lay out and finalisation of the guidebook
The guidelines will be presented in bookform or ringmap, where necessary printed in color, with informative photo's, pictures or drawings.
